Pursuant to due call and notice thereof a Regular Meeting of the Utility Commission of the City of Rosemount was duly held on March 12, 1979, at the City Hall. The meeting was called to order at 7:30 p.m. by Presdddnt Jensen with Member Westin absent. Motion by Hasbrouck to approve the minutes of the February 12, 1979 Regular Meeting as printed. Second by Jensen. Ayes were two. Motion by Hasbrouck Ayes were two. Through discussion it was determined that the ten foot easement in the Carrollton Addition was due to construction problems and that the Utility Commission will not require an additional easement area for utility placement in future plats.as the street right of way is more than adequate for utility placement. Don Brown asked the Utility Commission to consider requiring,.the looping of lateral water lines in subdivisions. Valley Oaks water layout was reviewed. Motion by Jensen to require changes to the water system plans for Valley Oaks Addition as outlined by the Utility Department to accomplish looping the lateral water main system in Valley Oaks Addition, Second by Hasbrouck. Ayes were two. ROSEMOUNT UTILITIES COMMISSION • RossMOUNT, MINN. March 12, 1979 Don Brown asked the Utility Commission to discuss hook up config- uration for sewer and water to fourplex developements. It was determined that building design -will have 'to be the determining factor in sewer and water hook up requirements for fourplexes and larger unit4. Don Brown asked the Utility Commission to authorize payment of $15.00 for the cost of the Class C Water Operators Certificate for Crag Fleming. Craig passed the Class C exam following his attendance in 1978. Motion by Jensen that the Utility Commission pay the $15.00 fee for the Class C certificate for Craig Fleming. Secdnd by Hasbrouck. Ayes were two. Discussion was held regarding the reconstruction of Chippendale Avenue. Lowering or insulating water mains, extending water mains to the east right of way line at the intersection with Dodd Blvd, etc, were discussed. The Commission decided that no water main extension would be accomplished at this time but they have caused the County Highway • Department.to include insulating the water main in a portion of Chippendale in the specifications for bid to allow the Utility Commission the opportunity to review the cost of the insulating project. Don Brown informed the Utility Commission that Richman Cook will have fullfilled his one year probationary period on April 1, 1979 and he would recommend placing him on permanent status. Motion by Jensen to recommend to the City Council that Richman Cook be placed on permanent status as Labor and Equipment Foreman effective April 1, 1979 and awarded the recommended salary increase. Second by Hasbrouck. Ayes were two. Don Brown requested authorization for attendance at the Annual Water Works Operators School by Richman Cook;and Craig Fleming, Basic Metro on April 2 thru 4 and Don Brown Advanced Metro on April 24 thru 26 including the Management Course. Registration for Basic Metro and Advanced Metro are $35.00 each and $1000 for the Management Course. Richman Cook wants to take the test which costs $15.00. This then would total $130.00 for all three regisTa trations. School to be held at the Thunderbird Motel in Bl6omington. Motion by Jensen to authorize payment of fees for and attendance by • Don Brown, Richman Cook and Craig Fleming at the Annual Water Works Operators School as recommended by Don Brown. Second by Hasbrouck. Ayes were two. u • 0 ROSEMOUNT UTILITIES COMMISSION ROSEMOUNT, MINN. March 12, 1979 Don Brown presented information on a leak locator. He was instructed to obtain further information on other types of locators and report back at a future meeting. Rate changes for sewer and water service were reviewed further. Motion by Hasbrouck to requestPthe City Council consider adopting a resolutinn to increase the sewer and water rates to 60 cents per 1000 /gallon, increase the 5/8 meter maintenance quarterly charge to 75 cents per quarter and further to notify Brockway Glass that the contract for lift station maintenance charge be increase to $200.00 per month.
