Pursuant to due call and notice thereof a Regular Meeting of
the Utility Commission was duly held on December 7, 1981 at
the City Hall.

The meeting was called to order at 6:30 p.m. by President Walsh
with all members present.

Discussion was held on the timing of construction and capacity
of a future water storage tank. No recommendation was offerred
at this time due to the uncertainty of developement progress
in the near future.
Highpointe Addition fee schedule for Lift Station Maintenance
Agreement was discussed. Don Brown presented a memo outlining
options to consider.
Motion by Walsh to offer Option #2 as outlined in Don Brown's
memo dated December 4, 1981. Second by Hasbrouck. Ayes were
three.
• Rosemount Wood's fee schedule for Lift Station Maintenance
Agreement and the Lift Station Agreement were presented for
discussion.

Motion by Westin to prepare a third option for use as the fee
schedule for the Rosemount Wood's Lift Station Maintenance
Contract. That Option to be based on cost of operation shared
by Rosemount Wood's and Brockway Glass Co respectively and both
to be reduced on the schedule prepared for Rosemount Wood's
where at 75% developed the maintenance charge will cease. Second
by Hasbrouck. Ayes were three.

Item #3. While flushing the pipes provides some relief from
the stench for a few days, it has not been done at
regular intervals. Would the City consider instituting
a regular, once -or- twice -a -week schedule of flushing
the pipes until a permanent solution to the problem
is identified ?..
Reply: Yes, This routine has been followed since October
1, 1981 in that area.
Item #4 Has the City accepted or rejected the Minnesota
Department of Health recommendation to chlorinate
the water?

Reply: No. Chlorination has not been determined to be the

Item #5: Are there alternatives for a permanent solution other
than chlorination?
Reply: No. Even though much research has been done a reason
for the problem has not been uncovered to allow selection
of a permanent solution.

Don Brown presented a typical.street section depicting the desired
location.of utilities. He advised that this typical section
was developed through meetings with the Utility Companies. He
requested that a fee schedule be developed to provide funds for
processing the permits, inspection of the installations and
deposits for street crossings to insure that the streets will
be.repaired properly. Utility Commission directed that Ordinance
revisions be prepared to accomplish instituting the recommendations
received regarding utility installation.
Don Brown updated the Utility Commission on the abandonment
procedure progress for Well A. The State has not responded
yet but all indications are that the full procedure will be
dictated by the State. Will advise any new developments at the
next Regular Meeting.

Don Brown informed the Utility Commission that Superchlorination
of two single family residences have been accomplished with some
pleasing early reports. He will monitor these locations very
closely and keep the Utility Commission updated regularly.
