HomeMy WebLinkAbout20140319 YCRM MinutesROSEMOUNT YOUTH COMMISSION SPECIAL MEETING PROCEEDINGS March 19, 2014 CALL TO ORDER Pursuant to due call and notice thereof a special meeting of the Rosemount Youth Commission was held on Wednesday, March 19, 2014 at 4:02 p.m. in the Training Room at Dakota Communications Center, 2860 160'b Street West, Rosemount. First Vice Chair Eichten called the meeting to order with Youth Commissioners Corrigan, Dennis, Munson, Norder, Oliphant, Schalliol, Simmering, Wick, and Wuellner attending. City Council Members Shoe- Corrigan and Weisensel, Staff Liaison Foster, Recording Secretary Harrington and High School Senior Emily Harrington were also present. Youth Commissioners Mohamed, Narloch and Nelson were absent. Commissioners Alex and Neuens arrived at 4:05 p.m., Commissioners Oliphant and Wuellner left at 4:45 p.m., Commissioner Corrigan and Council Member Shoe - Corrigan left at 4:48 p.m. ADDITIONS OR CORRECTIONS TO AGENDA None Motion by Eichten. Second by Dennis. Motion to Adopt the Agenda. Ayes: 12 Nays: 0. Absent: 3. Motion carried. AUDIENCE INPUT None CONSENT AGENDA Motion by Eichten. Second by Corrigan. Motion to approve the Consent Agenda. a. Minutes of February 26, 2014 Youth Commission Meeting Ayes: 12 Nays: 0. Absent: 3. Motion carried. OLD BUSINESS None NEW BUSINESS 6.a. Youth Commissioner Attendance Foster reviewed the by -laws of the Youth Commission regarding attendance with the group. Discussion regarding absences and realistic attendance expectations and how to deal with absences took place. Eichten recommended increasing the allowed absences to four, plus one allowed for illness. Neuens reminded the group that there are only a limited amount of meetings throughout the year. Schalliol suggested keeping the number of absences at three. Other comments included allowances for special circumstances, although qualifying absences may be difficult. The idea of warnings was raised, along with the need for someone to be a point person in this area. Wick suggested a sub - committee be named to handle attendance issues. Motion by Alex. Second by Neuens. Motion to create a sub - committee to monitor attendance. Ayes: 11 Nays: 1. Absent: 3. Motion carried. Commissioners Wick and Corrigan volunteered to serve on the newly created Attendance sub- committee. There being no Vice -Chair volunteer, Neuens delegated Eichten to serve on the sub- committee. The sub - committee duties will include monitoring and touching bases with Commissioners having two absences. The message to be delivered is that attendance is necessary to participate. Along with determining if there are extenuating circumstances preventing them from attending, and if there is anything the Commission can do to help. Commissioners with more than three absences may lose the designation of being a member in good standing, thereby affecting future commission applications. Commissioners also have the option to withdraw if they feel it necessary. Event attendance which requires all Commissioners to attend at least one sponsored event was also reviewed. Although all Commissioners have met the requirement for the year, the Arbor Day event in partnership with the City Council will occur in May. Shoe- Corrigan noted that overall she is pleased with the participation of the Youth Commission this year. 6.b. Recruitment Youth Commission applications will be dropped off by Vice - chairs at the Rosemount High School (RHS) office. Arrangements have been made to advertise the openings on the RHS announcements. Applications are due April 7, 2014. Current commissioners who wish to reapply must also complete and submit the application. Current and newly appointed members will be invited to attend the May 28t1, 2014 Youth Commission meeting. Commissioners will tell friends and neighbors about the opportunity to serve on the Youth Commission. 6c. Youth Commission Goals Statement The Goal Statement Page was reviewed and discussed. Schalhol suggested that promoting the Youth Commission to younger students should be added to the goal statement. It was also discussed that while increasing the connection to Rosemount Neighborhood Family Resource Center is a valued goal, other organizations within the city may also benefit from connecting with the Youth Commission. Weisensel noted the connection between the action items identified at the goal setting and each goal statement. Motion by Alex. Second by Dennis. Motion to amend and approve the goal statement with the addition of "Promote recruitment of younger citizens to the Youth Commission" (Manage) and add "— and other similar organizations" (Live). Ayes: 12 Nays: 0. Absent: 3. Motion carried. 6.d. Roundtable Discussion Foster reviewed the potential swing dance opportunity with Rosemount Area Arts Council (RAAC), to which Eichten suggested it be held after AP testing and Prom (May 17"', 2014). It was determined that the Youth Commission would not be able to partner with RAAC on a swing dance event in April. 2 Oliphant reported that Mr. Loch with R A A C, was pleased to have the Youth Commission volunteer to assist with the upcoming tile project and is willing to attend a Youth Commission meeting to discuss further. Norder wished everyone a safe and happy Spring break. Alex will be vacationing in Mexico for Spring break, and will also be finalizing his college plans. Wick will be vacationing in Denver for Spring break. Simmering reported that National Honor Society is recruiting blood donor and sign -up can be done all this week. Schalliol inquired about the number of Youth Commissioners that will be appointed for the 2014 — 2015 term. Weisensel and Shoe - Corrigan stated that fifteen are planned at this time, but they are open to comments from the present Commissioners. General consensus was that the group of fifteen performed well this term. In the area of arts, Corrigan announced the premier of "Clean Shorts" on April 5`l', 2014. Munson reported that the choir concert that took place on Tuesday, March 18"', 2014 went well. Eichten also reported that the concert was successful and appreciated the support by families and community members. Wuellner reported being quite busy this time of year. Dennis is very excited about the hospital tour his medical class will be going on soon, and that it is an honor to be invited. Neuens suggested getting your trap shooting in since the season opens in two weeks. Weisensel and Shoe - Corrigan highlighted a few of the items from the March 18"', 2014 Council Meeting including the approval of two senior housing developments, the activity center, and the splash pad. REPORTS 7.a. Commission Member Reports Dennis contacted the organizers of the Warrior 196 Memorial 5K Run, which is scheduled to be held September 13`l', 2014 at Apple Valley High School. They are happy to have the support and help of the Youth Commission. Dennis will be contacted when the group determines what help will be needed from the Youth Commission. 7.b. Next Meeting Date The next meeting of the Youth Commission is scheduled for April 23, 2014 at 3:45 p.m. at City Hall. ADJOURNMENT There being no further business to discuss, it was moved by Alex and seconded by Dennis that the meeting be adjourned.
