HomeMy WebLinkAbout20130925 YCRM Minutes ROSEMOUNT YOUTH COMMISSION REGULAR MEETING PROCEEDINGS SEPTEMBER 25, 2013 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount Youth Commission was held on Wednesday, September 25, 2013 at 3:56 p.m. in the Council Chambers at City Hall, 2875 th 145 Street West, Rosemount. Prior to the call to order, a tour of City Hall was held at 3:15 p.m. Commissioner Eichten called the meeting to order with Youth Commissioners Munson, Mohamed, Schalliol, Corrigan, Narloch, Wuellner, Oliphant, Wick, Dennis, Simmering, Norder and Neuens attending. City Council member Shoe-Corrigan, Police Chief Eric Werner, Staff Liaison Foster, John Loch and Jeanne Schwartz (RAAC), and Recording Secretary Kladar were also present. Youth Commissioners Alex and Nelson were absent. ADDITIONS OR CORRECTIONS TO AGENDA None Motion by Eichten. Second by Corrigan. Motion to Adopt the Agenda. Ayes: 13 Nays: 0. Absent: 2. Motion carried. AUDIENCE INPUT None CONSENT AGENDA Motion by Eichten. Second by Nordling. Motion to approve the Consent Agenda. a.Minutes of August 28, 2013 Youth Commission Meeting Ayes: 13 Nays: 0. Absent: 2. Motion carried. OLD BUSINESS 5.a. Rosemount Area Arts Council Representatives – Swing Dancing Event The RAAC swing dancing event is set for January 23, 2014 in the banquet room of the Community Center. Ms. Schwartz has found a band that will play for 90% of the ticket revenue. The band will set up at 5:00 and the dance lesson will begin at 6:00. The event is scheduled to run from 7:00 to 10:00 p.m. and will be open to everyone and not just youth. Commissioner Schalliol volunteered to chair the swing dance event. Commissioners Neuens, Eichten, Norder, Wuellner, and Mohammed volunteered for this subcommittee. Mr. Loch suggested a late November or early December meeting for this subcommittee to discuss refreshments and advertising. 5.b. Tree Lighting Event Ms. Schwartz provided additional information about the tree lighting event scheduled for November rd 23. RAAC has planned activities for the entire day. The events include a basket weaving class, the movie “Polar Express” with paid refreshments, Christmas tree lighting in early evening and the holiday film “Christmas in Connecticut” in the evening. 1 Commissioner Eichten outlined the various events of the day. The role of subcommittee is to help coordinate the event but all Youth Commissioners are expected to participate. A sign-up list was passed around for the various tasks. The subcommittee will meet October 2 at 3:45 p.m. at the Front Porch. Mr. Loch will be mailing postcards out advertising the event. NEW BUSINESS 6a. Police Chief Eric Werner Police Chief Eric Werner spoke to the Youth Commissioners and distributed several handouts regarding safety relating to driving and cyber-crimes. The key to traffic safety is education, engineering, emergency medical services and enforcement. Chief Werner discussed safe driving and driving while being impaired. He discussed the campaign TZD (Toward Zero Death) and also the economic impact of traffic accidents. Chief Werner noted that people ages 15-24 are a small percentage of drivers but account for a large percentage of the accidents. He also discussed the cost of alcohol abuse. Council person Shoe-Corrigan recommends letting an adult know if you see somebody drinking alcohol so nobody is injured. Chief Werner advised the group that this can be done anonymously. Chief Werner then discussed cyber-crimes and the role of the National Center for Missing & Exploited Children. Child pornography cases have dramatically increased. There was a recent case in Rosemount where the predator met the victim online. Chief Werner discussed the various social media like Facebook and Twitter and the dangers of being friends with those you don’t know and making information public. Chief Werner also noted that there is a strong connection between bullying and school shootings and encouraged the group to tell somebody if they see such bullying. Chief Werner briefly discussed the topic of medical marijuana and stated it is a complicated issue and can provide more information in the future if requested. 6b. Roundtable Discussion Commissioner Eichten asked for input from the Commissioners. Dennis brought up the 5K Warrior Run scheduled for this Sunday. Schalliol will be talking to Ms. Schwartz about refreshments and advertising for the swing dance event. Foster has information for kids aged 7-12 years who would like to submit an essay about being Mayor for the day. Ms. Foster will pass on to anybody who is interested. The second item Ms. Foster raised was the Trunk Highway 3 underpass. City Council would like the Youth Commission to sponsor the ribbon cutting event. Foster will look into having the ceremony before the October 23 Youth Commission meeting. REPORTS 7.a. Commission Member Reports None. 2 7.b. Next Meeting Date The next meeting of the Youth Commission is scheduled for October 23, 2013 at 3:45 p.m. at City Hall. ADJOURNMENT There being no further business to discuss, it was moved by Commissioner Wuellner and seconded by Commissioner Neuens that the meeting be adjourned.
