BACKGROUND In August 2014 the Arterial Connector Study for the Pine Bend Area was kicked-off by Dakota County, its consultant and the Project Management Team (PMT). The goal of the study is the review and analysis of existing and future arterial roadways within the Pine Bend area shown on the attached figure. While the majority of the study area is within Inver Grove Heights to the north, future plans for the expansion of County Road 73 (Akron Avenue) and County Road 71 (Blaine Avenue) do relate to future growth and development within the City of Rosemount. Since the start of the study the PMT has met on eight occasions to review and discuss the progress of the study and the evaluation considerations for the various alignments and options. Additionally two public informational meetings have been hosted to provide project update information and receive public feedback and input. One area of evaluation that is ongoing and remains to be resolved prior to the completion of the study is the proposed alignment for the future expansion and construction of County Road 73 from Bonaire Path north to County Road 32 (Cliff Road). Two scenarios are still being considered with 1) being the expansion and construction of County Road 73 along its existing alignment; and 2) the expansion and construction of County Road 73 along a new alignment through undeveloped property. At this point in the study process which is nearing completion, Kristi Sebastian with Dakota County and Craig Vaughn with SRF Consulting will be in attendance at the meeting to present project information and outcomes to the City Council. SUMMARY No action is required at this time. Upon completion of a final study and recommendations, the City Council will be requested to adopt the final document.
