Minutes of the May 5, 2015 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS May 5, 2015 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, May 5, 2015 at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Demuth, and Weisensel attending. Council Member Nelson was absent. Staff present included City Administrator Johnson, Director of Public Works/City Engineering Brotzler, Director of Parks and Recreation Schultz, Community Development Director Lindquist, Police Chief Scott, as well as City Attorney Mary Tietjen and Recording Secretary Harrington. The Pledge of Allegiance was said. ADDITIONS OR CORRECTIONS TO AGENDA City Administrator Johnson advised Council that new business item 9.b. Receive Plans and Specifications/Award Contract – Bacardi Avenue Bridge, City Project 452 was added upon request by staff. Motion by Weisensel. Second by Demuth. Motion to Adopt the Agenda with one addition. Ayes: 4 Nays: 0. Absent: 1. Motion carried. PUBLIC COMMENT None. CONSENT AGENDA Mayor Droste requested the removal of item 6.j. Motion by DeBettignies. Absent: Nelson. Motion carried. 6.a. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS May 5, 2015 6.j. Metropolitan Council’s Amendment to the 2040 Housing Policy Plan Community Development Director Lindquist provided a summary of the staff report regarding current changes proposed by Metropolitan Council’s Amendment to the Housing Policy Plan – May 2015; specifically, housing affordability goals and the lack of tools available to meet those goals. Council member DeBettignies commended the letter as it will clearly and concisely convey our position. It was noted the plan numbers are guidelines; however, failure to designate adequate land for affordable housing could mean eligibility for funding would be lost. Motion by Weisensel. Second by DeBettignies. Motion to authorize staff to submit Amendment to the Housing Policy Plan comments to the Metropolitan Council. Ayes: Weisensel, Demuth, Debettignies, Droste Nays: 0. Absent: Nelson. Motion carried. NEW BUSINESS 9.a. Arterial Connector Study – Pine Bend Area (CP 97-111), ENG0168 City Engineer Brotzler reviewed the staff report and updated the Council on Project Management Team (PMT) meetings and recent public hearings. Brotzler introduced Kristi Sebastian of Dakota County and Craig Vaughn from SRF Consulting who then presented details including project area needs; the processes by which the improvement scenarios were identified; as well as goals and objectives. Using goals and resident feedback as guidance, certain scenarios were removed from consideration and Scenarios B and D will be moved forward. Vaughn noted that this plan takes into account multimodal needs (i.e. bike paths and walking trails, and roadways). Discussion was held regarding the scope of this study and right of way needed for the completion of the two remaining scenarios, and support received for the two remaining scenarios. Currently the right of way on existing roads that may be used is either 55 or 66 feet and would accommodate a two lane road. The scenarios being discussed would require some new right of way acquisition in areas where 110 or 150 feet right of way will be needed to accommodate the improvements, some of which include four lane roads and the appropriate trails and/or paths. Intersections planned at this stage are at grade. It was noted that the next public open house will be held either later in May or in June. The purpose of the open house will be to further explain the need for the project and the cost differential between the two scenarios. Mayor Droste entertained a resident request to address the Council. Public Comment Judy Thill, resident at 12201 Akron Avenue requested that the Council reject Plan B as it would adversely affect residents along Akron Avenue in the areas of safety and quality of life. Ms. Thill also noting that Plan B does not comply with the County’s own guidelines. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS May 5, 2015 Mayor Droste noted that public meetings are the best times to voice opinions. Brotzler added that residents within the study area have been receiving direct mail regarding the study from Dakota County and that a link to the County’s webpage on the study along with tonight’s presentation will be added to the Public Works pages on the City’s website. 9.b. Receive Plans and Specifications/Award Contract - Bacardi Avenue Bridge Improvement Project, City Project 452 City Engineer Brotzler provided a summary of the staff report and reviewed factors involved with a timely installation of the bridge. There was discussion regarding the number of quotes requested and received. Also discussed was the option of rejecting the current quote and taking the project out for bids, which would delay the project, add administrative costs, and potentially inflation costs, but not guarantee a lower bid for the project. It was noted that recently cost increases in bridge construction of 30% has been common. Motion by DeBettignies. Second by Demuth. Motion to adopt a resolution receiving plans and specifications and awarding the contract for the Bacardi Avenue Bridge. Ayes: Demuth, DeBettignies, Droste Nays: Weisensel. Absent: Nelson. Motion carried. ANNOUNCEMENTS Mayor Droste reviewed the calendar of events. The next regular City Council meeting will be held on Wednesday, May 20, 2015.
