RECOMMENDED ACTION: Motion to Adopt a Resolution Receiving Bids and Awarding
the Contract for the East Side Water Tower Reconditioning, Engineering Project 0173, to
Classic Protective Coatings, Inc.
BACKGROUND:
On Friday, May 8, 2015, three bids were received for the East Side Water Tower Reconditioning Project
and read aloud publicly. The low bidder is Classic Protective Coatings, Inc. who submitted a base bid in
the amount of $234,800, which is 7.6% lower than the estimated construction cost of $254,000.
There were four (4) proposals that were bid for this project. Below is an explanation of each proposal:
•Proposal No. 1 – Includes interior reconditioning, exterior spot repairs, and all insurance-related
repairs
•Proposal No. 2 – Includes everything in Proposal No. 1 plus exterior pressure wash and overcoat
(painting) with updated City VIS
•Proposal No. 3 – This is an itemization of the repair work related to the insurance claim
•Proposal No. 4 – Alternate bid for interior Aerolon coating to help prevent condensation
KLM Engineering, Inc. is administering this project on behalf of the City. The recommendation from
KLM is to accept the low bidder for Proposal No. 2, Classic Protective Coatings, Inc. At this time, KLM
is not recommending we accept the alternate bid for the Aerolon coating because the bids came in higher
than expected and the extra coating will not provide enough benefit for the cost.
It is anticipated that the project will begin in August, 2015 and be completed by mid-October, 2015. A
majority of this project will be funded by the Water Utility Fund, with approximately $73,000 being
reimbursed from the League of MN Cities as part of the insurance claim.
SUMMARY:
Staff recommends that Council adopt the attached resolution receiving the bids and awarding the contract
for the East Side Water Tower, Engineering Project 0173.

RESOLUTION 2015 –
A RESOLUTION RECEIVING BIDS AND AWARDING CONTRACT
FOR THE EAST SIDE WATER TOWER PROJECT
ENGINEERING PROJECT 0173
BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows:
1.All bids on the repair and reconditioning of the East Side Water Tower are hereby received
and tabulated.
2.The base bid of Classic Protective Coatings, Inc. in the amount of $234,800 for the
construction of said improvements is in accordance with the plans and specifications and
advertisement for bids, and is the lowest responsible bid and shall be and hereby is accepted.
3.The Mayor and City Clerk are hereby authorized and directed to enter into a contract with
said bidder for the construction of said improvements for and on behalf of the City of
Rosemount.
4.The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits
made with their bids, except that the deposit of the successful bidder and the next two lowest
bidders shall be retained until a contract has been executed.
