ATTACHMENTS: APPROVED BY: ddj RECOMMENDED ACTION: Motion to approve the hiring of Patrick Wrase for the position of Public Works Director/City Engineer at a starting salary of $110,377. ISSUE The City advertised for the position of Public Works Director/City Engineer with the assistance of David Unmacht of Springsted, Inc. A total of 20 applications were received. After a review of resumes and advice from our consultant, nine were invited for a first interview. The interview panel consisted of Kim Lindquist, Dan Schultz, Emmy Foster, Jim Koslowski, and myself. Three finalists were identified. They were invited to a “meet and greet” session with employees and Council. Comments were solicited from all who attended. References, both formal and informal were consulted and a management profile assessment was administered. The finalists also had a second interview and a short tour of public works and City Hall. A final candidate was identified and final background checks were initiated. It is anticipated that all background checks will be completed before the Council meeting. The recommended candidate is Patrick Wrase, P.E. Mr. Wrase is currently Assistant City Engineer for Edina and previously held two positions for the New Ulm Utilities Commission including Director of Utilities. He also has worked as a division head in the Minneapolis Department of Public Works and has done consulting work for Bonestroo and SEH. Altogether he has 22 years of professional experience. Mr. Wrase also has a Master of Science Degree in Infrastructure Systems Engineering and a Bachelor’s Degree in Civil Engineering, both from the University of Minnesota. He lives in Eagan and some of his consulting work involved a number of projects in Apple Valley. RECOMMENDATION It is requested that Council approve the hiring of Patrick Wrase for the position of Director of Public Works/City Engineer at a starting salary of $110,377.
