ATTACHMENTS: Figure, Map APPROVED BY: ddj RECOMMENDED ACTION: Discussion BACKGROUND: Council previously discussed the upgrade of 132nd Street as an update at a previous Work Session. At that meeting, it was discussed that approval of the Evermoor Place development would trigger an upgrade of 132nd Street and the extension of public sewer and water. Funding for the improvements was planned to be a combination of developer funds, assessments and City funding. Now, staff would like to provide Council with an update of the scope and costs prior to consideration of the Evermoor Place preliminary plat at the Council meeting on June 16, 2015. Below are the main updates for the 132nd Street Improvement Project. Staff met with the two properties north of 132nd Street to review the project scope and proposed assessments. •Alfred Hanson (single family home): o Assessments are planned for roadway and water improvements o Supportive of the project but concerned about assessments •Apartment building o Not supportive of an extension of sanitary sewer and watermain o Following discussions with the property owners, roadway and utility extensions were shortened to the east side of Dodd Boulevard. o No assessments proposed at this time Sanitary Sewer Extension: •Installation of sanitary sewer within the roadway is very expensive due to the construction methods required within an existing Xcel Energy Transmission easement. An alternate option was explored and is recommended. This includes stubbing the sanitary sewer to the north side of 132nd Street for future extension to the north and west with the future development of the Hanson property. This option is shown on the attached figure. •The sanitary sewer within 132nd Street is needed for existing and future development north of 132nd Street. The Evermoor Place development will be served from a different sewer main located at 134th Street. •If the need for sanitary sewer north of 132nd Street occurs before development at the Hanson 2 property can extend the sanitary sewer from the proposed stub, a separate project will be required to extend the sanitary sewer along the north edge of 132nd Street. • Currently, the metropolitan urban service area (MUSA) line runs down the middle of 132nd Street, meaning that municipal sewer and water cannot be extended to the apartment building and Alfred Hanson. • Extension of the sewer and water mean that Hanson (and potentially the apartment building and the Wenzel property north of Hanson) will need to be brought into the MUSA boundary in the future. That formal discussion will likely occur during the creation of the 2040 Comprehensive Plan. Easements: • An agreement is required for all roadway and utility improvements within the Xcel Energy Transmission easement. • A drainage and utility easement is required from the Hanson property to stub the sewer north of 132nd Street. Hanson is currently reviewing the needed easement area and is expected to contact the city by the end of the month. Staff is hopeful that compensation for the sewer easement can be negotiated. Roadway: • Three lane road at Trunk Highway 3 intersection to match existing intersection and future signal • Roadway tapers from three lanes to two lanes heading west. Two lane design at Dodd Boulevard. Project Funding: Below are the approximate current costs for the project. The exact costs will be finalized with the completion of the feasibility report and the exact cost of the sanitary sewer easement.
