HomeMy WebLinkAbout20150413 CCM WSROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS APRIL 13, 2015 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Rosemount City Council was held on Monday, April 13, 2015 beginning at 6:30 p.m. in the Conference Room at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Nelson, Weisensel and Demuth in attendance. Staff members in attendance included City Administrator Johnson, Community Development Director Lindquist, Public Works Director Brotzler, Assistant City Engineer Olson, Finance Director May, City Clerk Hadler, City Planner Lindahl, and Community Development Intern Ethan Nelson. DISCUSSION 2.A. MS4 SWAMP Scope of Services Public Works Director Brotzler introduced the Storm Water Asset Management Program and the proposed WSB Scope of Services for 2015. Staff will present this information to Utility Commission and then bring to Council to authorize the contract on the next meeting agenda. Water Quality and Water Management data was distributed to Council in the packet. After 5th year of monitoring, staff will create a report of the data. There will also be an annual report of activities regarding MS4 which goes to the MPCA (Minnesota Pollution Control Agency) by June. This will be submitted to Council for authorization. Todd Hubner of WSB reviewed the scope of services proposal. The proposal includes a survey of 13 ponds to see how full of sediment they are and whether they need to be maintained or cleaned. Survey results will help City to plan for future CIP projects to maintain those ponds. Council member Nelson inquired about necessity and past maintenance of ponds. Mr. Hubner responded that not a lot has been done in the past. Under the current MS4 permit, you have to have a procedure to maintain the storm water assets to make sure they are performing. You must also track pollutants. The MS4 is now the standard operating procedure. These requirements had been put in place in 2013. Council member Demuth inquired about whether Council had already discussed and reviewed this subject. Brotzler responded that this is the second year of the 5 year plan with WSB and the contract and scope of services will be reviewed each year. Council members and WSB staff discussed technical issues of storm water management, pond construction and the specifics of the contract. 2.B. Review of Dashboard statistics for display on City Website City Administrator Johnson gave an overview of the “Dashboard”, a webpage that shows various metrics that are being collected. The idea is to get an at a glance view of various factors of the cities. Alan Cox stated the trend rate is something that staff has been discussing how best to illustrate, explaining the green/red up/down arrows. Mr. Cox reviewed the factors and changes to them since the Council last discussed. Council members discussed and made suggestions on how to represent data in charts. Council members inquired what other cities are utilizing. 6.c. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS APRIL 13, 2015 Mayor Droste suggested we get input from the public about what they would like to see on the website. Council members stated the information should be in an easily understood format. Weisensel stated he would like more information specific for Council. Mr. Johnson summarized some of the Council’s statements and inquired whether we should remove trends, crime clearances, tax levy per capita, total residential water usage per population, bond rating. 2.C. STAR Communities Update City Clerk Hadler reviewed the scoring of the STAR Communities Project. The final score achieved was 325 points, which is a 3-STAR rating. She outlined the project overall and explained which objectives had been scored high, medium and low. City Planner Lindahl explained what the planned next steps in the project are, including; Community Development intern Nelson reviewing STAR and Resilient Communities data and working with staff to set some goals for future projects and utilizing STAR and other data in the Comprehensive Plan. Council members and staff discussed various points and objectives of the STAR system. 2.D. Purchase of Street Holiday Decorations Community Development Director Lindquist reviewed her suggestions for the new street holiday decorations. She suggested using color, so the decorations were distinguishable during the day. She suggested 3 different styles and we would need 30 of each, for a total project purchase of approximately $22,000. Council members agreed with staff recommendations. UPDATES Community Development Director Lindquist updated the Council on plans to improve 132nd Street in conjunction with a new development, extending the MUSA to the other side of property on the opposite side of the road from the development. Council member Nelson inquired whether we would be discussing the Steeple Center lighting project again. He expressed concern about the cost of the project. Mayor Droste shared recent population projections from the Met Council. Mayor Droste shared a request from an individual for Council to make a proclamation for a World Falun Dafa Day. He inquired whether Council would have objections if he were to sign proclamations. Mayor Droste stated he attended the Firefighter Banquet and it was a good event. Mayor Droste stated DCTC Foundation is having an event and invited the Council to attend. Mayor Droste state there is a banquet for ESGR and invited the Council to attend.
