HomeMy WebLinkAbout20150421 CCM SWSROSEMOUNT CITY COUNCIL SPECIAL WORK SESSION PROCEEDINGS APRIL 21, 2015 CALL TO ORDER Pursuant to due call and notice thereof a special work session of the Rosemount City Council was held on Tuesday, April 21st, 2015 at 7:50 p.m. in the Conference Room at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Weisensel, Demuth and Nelson attending. DISCUSSION 2.A. Private Streets Mr. Misba Rehman and four other residents of the Evermoor Crosscroft Third Subdivision were present to discuss their concerns regarding the private streets in their neighborhood. They stated that the burden of maintaining the streets spread over about 35 single family homes is financially infeasible in the long run. They also noted that they pay the same taxes for street maintenance that other City residents pay, but do not receive any City street maintenance. The history of the subdivision was reviewed as well as efforts to date to maintain the street surface and plow the snow. Mr. Rehman said that the City of Victoria had dealt with a similar issue. City Administrator Johnson said he had tried to contact Victoria but no information has come back yet. He also noted that the City of Plymouth had dealt with the issue of private streets in the 1990’s and a copy of the Plymouth policy was included in the packet. Mr. Johnson suggested that no action be taken on any individual subdivision until an overall policy could be considered. This will probably take several months. Public Works Director/City Engineer Andy Brotzler noted that a similar situation of detached townhomes and private streets exists in the Enclave development. Council members agreed that staff should develop a possible policy for future council consideration. 2.B. Pre-Budget Discussion City Administrator Johnson reviewed several pre-budget items of information with the Council. The proposed budget calendar and the revised list of programs for a new program budget initiative were satisfactory to the Council. Council members felt that a specific request received for an appropriation for the Community Band should be monitored but not approved at this time, but rather they should be encouraged to continue to work with RAAC on funding opportunities. Another specific request for funding of fireworks with Leprechaun Days should be taken up with the annual service agreement. Council members were amenable to providing some funding for the fireworks if other area cities are also providing similar funding. Staff was directed to check with the surrounding communities. There was considerable discussion about the proposed “dashboard” that would provide “at a glance” information about key City indicators on the City’s website. One item of specific discussion was how to show City spending and tax levies. City Administrator Johnson noted that the dashboard has been tweaked several times and recommended that we either put it up and measure citizen reaction or table the project for about six months after the 2016 budget is mostly complete. Council members agreed to go ahead and put the dashboard up on the website and measure the interest in it. 6.b. ROSEMOUNT CITY COUNCIL SPECIAL WORK SESSION PROCEEDINGS APRIL 21, 2015 Finance Director Jeff May provided background information on the City’s tax base and comparisons with other cities in Dakota County and City Administrator Johnson presented trends observed to date on labor settlements for 2016. UPDATES City Administrator Johnson suggested that a proposed “meet and greet” session for finalists for Public Works Director/City Engineer be held at 7:30 a.m. on May 11th to maximize the staff who could attend along with Council members. Council members agreed to the suggestion.
