HomeMy WebLinkAbout20150511 CCM WSROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS MAY 11, 2015 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Rosemount City Council was held on Monday, May 11, 2015 beginning at 6:30 p.m. in the Conference Room at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order at 6:30 with council members Weisensel, DeBettignies, Demuth, and Nelson in attendance. Staff members in attendance included City Administrator Johnson, Community Development Director Lindquist, Senior Planner Zweber, Director of Public Works Brotzler, Assistant City Engineer Olson, Chief of Police Scott, Parks & Recreation Director Schultz and City Clerk Hadler. DISCUSSION 2.A. Development Planning Community Development Director Lindquist outlined the planning discussion. She stated staff had begun to outline some goals for infrastructure, as well as potential studies in the near future to design or determine need for that infrastructure. This process is a precursor to the Comprehensive Plan process. Based on preliminary plats already approved, which could add 298 new residential units, staff recommends looking at increasing the city’s water storage capacity with an in-ground storage tank. The lag time for a storage facility is approximately 2 years. Staff is recommending at this time to use a city-owned lot north of Fire Station 2. Public Works Director Brotzler stated that this location would allow the city to blend water from multiple wells. Mayor Droste stated that he would like to see more conservation efforts rather than to keep building infrastructure. Mr. Brotzler stated the projections are based on demand data. Ms. Lindquist stated that even with conservation, there will be a need for additional storage. Mr. Brotzler recommended that Council look at zoning policies that would limit the need for water, such as topsoil requirements. Ms. Lindquist stated that conservation would need to happen concurrently with planning for infrastructure. Mr. Brotzler explained that the need for the additional storage to address peak demand periods and to maintain fire suppression pressures. Council members discussed opportunities for water conservation efforts in the City’s irrigation systems and types of ground storage facilities. Ms. Lindquist stated staff would move forward with a study for the ground storage facility needs. Ms. Lindquist discussed the potential development along Akron Avenue. There are just a few landowners who control a large portion of the land. Ms. Lindquist discussed development issues in the area around Flint Hills Resources and the intersection of County Road 42 and Highway 52. She suggested Council start to prioritize some of the issues in this area. Ms. Lindquist discussed the development issues around UMore Park. UMore is sending out a request for proposal for a master developer for 158 acres for a business / industrial development. Ms. Lindquist stated concerns about the small size of the development, and the infrastructure needs of it. She stated the Council may want to meet with University staff to discuss some of these issues. 6.b. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS MAY 11, 2015 Ms. Lindquist discussed the possibility of development in the southeast corner of the city boundaries, east of 52 and south of 42. She outlined the current infrastructure of the area. Ms. Lindquist discussed the opportunity for a utility study in this area. The cost of the study would be approximately $25,000. UPDATES 3.a. Water Conservation Director of Public Works Brotzler gave an overview of a proposed irrigation control system. The system calculates onsite conditions and adjusts water output to optimize the use of water. One vendor estimates a reduction of 10 – 20% water use. In addition, there would be improved efficiency in staff time / management of the system. The cost of the system would be approximately $75,000. Council member Demuth stated this would save about 1.7 million – 3.4 million gallons per year. She inquired whether there are other ways to save water to compensate for the water use of the splash pad. Parks & Recreation Director Schulz stated there is a plan for the splash pad water to be utilized in the park irrigation system. 3.b. Traffic Study Assistant City Engineer Phil Olsen discussed traffic counts at Highway 3 and the High School entrance. Discussions have been had with the school district about potential improvements. The next step will be to talk to MnDOT about the potential for a mini-roundabout at the intersection. There is an opportunity for funding through MnDOT Cooperative Funding program. COUNCIL UPDATES Council member DeBettignies stated he would be attending a number of social events soon. Council member Demuth gave information about nitrate results from a Dakota County study. A Dakota County staff member would like to meet with Council. Council members discussed the issue of nitrates and farming, as well as manganese. Mr. Brotzler reiterated information he had given Council about nitrate measurements in the city’s wells. Council member Demuth also gave information about a banned herbicide found in 2 wells on the east side of the City. Council members discussed water pollutants and various treatment options. Mayor Droste mentioned that Bloomington passed an ordinance about waste haulers that is creating a lot of conflict. Mayor Droste spoke with a number of mayors about the subject. Mayor Droste also gave information about the City of Woodbury’s auto response to council email addresses.
