ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS OCTOBER 21, 2014 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held th on Tuesday, October 21, 2014 at 7:00 p.m. in the Council Chambers at City Hall, 2875 145 Street Formatted: Font: (Default) Arial, Bold West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Shoe-Corrigan, Weisensel and Demuth attending. Staff present included City Administrator Johnson, Director of Public Works Brotzler, Chief of Police Scott and City Clerk Hadler. The Pledge of Allegiance was led by Boy Scouts from Troop 345. ADDITIONS OR CORRECTIONS TO AGENDA City Administrator Johnson stated there were a few changes to the agenda since it was distributed. These include the addition of Items 9.a. and 9.b. and a slight change in the text of the minutes from the Work Session. Motion by Droste. Second by Weisensel. Motion to Adopt the Agenda. Ayes: DeBettignies, Shoe-Corrigan, Droste, Weisensel, Demuth Nays: 0. Motion carried. PRESENTATIONS 3.a. Special Event Update - Halloween Trail Mike Bouchard and Barbara Hester presented an update on the Haunted Woods Trail to be held this coming weekend. It will begin Saturday morning at 8 am with pumpkin carving and usually 300 pumpkins are painted in 2 hours. The committee usually has about 100 volunteers to setup throughout the day. The event will be collecting food for the food shelf. Last year they gathered 700 – 1000 pounds of food for the food shelf at 360 Communities. Gates open at 6 pm and the event ends around 8 pm. There will be about 50 blowups, photo op areas, and 23 vendors handing out candy. The event is held at Central Park, starting at the top of hill at the parking lot, and winds through the park. Mayor Droste pointed out the volunteer hours and the importance of these. The community survey results pointed to very high participation in community events like these. Information is on the website rosemountevents.com and also on Facebook. PUBLIC COMMENT Mike Baxter, a 20 year resident of Rosemount and former Council Member, congratulated Council Member Shoe-Corrigan on her service of 12 years on Council and thanked her for her service to the community. Council member Shoe-Corrigan thanked Mr. Baxter for his comments. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS OCTOBER 21, 2014 CONSENT AGENDA Motion by DeBettignies. Second by Demuth. Motion to Approve the Consent Agenda as presented with the modification to 6.b. a. Minutes of the October 7th, 2014 Regular Meeting Proceedings b. Minutes of the October 14th, 2014 Work Session Proceedings c. Bills Listing d. Expenditure Approval from the Donation Account – Parks & Recreation Dept. e. Second Amendment to Tower Lease Agreement f. Payment 8 & Final – Prestwick Place 7th Addition Street & Utility Improvements Project, City Project 448 g. 2015-2019 Dakota County Capital Improvement Program Ayes: DeBettignies, Shoe-Corrigan, Droste, Weisensel, Demuth Nays: None. Motion carried. NEW BUSINESS 9.a. Appointment of Planning Commissioner City Administrator Dwight Johnson stated that Planning Commission Husain has resigned and moved away from the community. Staff has contacted Pamela VanderWiel, who is interested in an appointment and can begin immediately. Motion by Weisensel. Second by Shoe-Corrigan. Motion to appoint Pamela VanderWiel to fill the unexpired term of Ammar Husain on the Planning Commission. Ayes: Shoe-Corrigan, Droste, Weisensel, Demuth, DeBettignies Nays: 0. Motion carried. 9.b. Resolution approving the Sale of Property Owned by the City of Rosemount to Rosemount Senior Living Associates I, LLC City Administrator Dwight Johnson provided a summary of the staff report about the sale of property for redevelopment at the Steeple Center lot. The provisions of the contract include that the property be sold for $1. The closing company would like a specific resolution of the sale. Motion by Shoe-Corrigan. Second by Weisensel. Motion to adopt a Resolution approving the sale of property owned by the City of Rosemount to Rosemount Senior Living Associates I, LLC. ANNOUNCEMENTS Mayor Droste reviewed the calendar of events.
