BACKGROUND: On Friday, May 29, 2015, one quote was received for the 2015 Micro-surfacing Project. The low bidder is ogAsphaltSurfaceTechnologiesCorporation (Astech Corp.) who submitted a base bid in the amount ofPrl' 91,562.30,which is 20% higher than the estimated construction cost of$76,300. Quotes were requested from the four contractors listed below. Asphalt Surface Technologies Corporation Fahrner Asphalt Sealers,LLC Microsurfacing Contractors,LLC Midwest Coatings Company, Inc. Astech Corp was the only contractor to provide a quote, however,Microsurfacing Contractors,LLC did provide an email stating that they were not able to provide a quote. The low number of bidders was expected due to the limited amount of contractors that complete micro-surfacing work. Quotes were requested twice for this project due to high prices received with the first request for quotes. Staff discussed the plan and specifications with contractors and determined that better prices would be received if the city did not require micro-surfacing in the bulb of the cul-de-sacs. According to contractors,good equipment does not currently exist for micro-surfacing in cul-de-sacs and therefore a significant amount of manual labor is required. The first and second request for quotes was made from the same set of contractors. The low bidder for the first request was also Astech Corp. at a bid of$111,537.30. It is anticipated that the project will be complete this summer prior to September 1, 2015. This project will be funded with the City's Street Capital Improvement Fund. SUMMARY: Staff recommends that Council adopt a resolution awarding the contract for the 2015 Micro-surfacing Project, ENG0177 to Astech Corp. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2015 — A RESOLUTION AWARDING CONTRACT FOR 2015 MICRO-SURFACING PROJECT ENGINEERING PROJECT 0177 BE IT RESOLVED,by the City Council of the City of Rosemount,Minnesota, as follows: 1. All quotes on the 2015 Micro-surfacing Project are hereby received and tabulated. 2. The base bid of Astech Corp. in the amount of$91,562.30 for the construction of said improvements is in accordance with the plans and specifications, and is the lowest responsible quote and shall be and hereby is accepted. 3. The Mayor and City Clerk are hereby authorized and directed to enter into a contract with said bidder for the construction of said improvements for and on behalf of the City of Rosemount.
