HomeMy WebLinkAbout20150707 CCM RMROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JULY 7, 2015 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, July 7th, 2015 at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Nelson, Weisensel and Demuth attending. Staff present included City Administrator Johnson, Community Development Director Lindquist, Director of Public Work Wrase, Parks & Recreation Director Schultz, Chief of Police Scott, City Attorney Tietjen, Assistant City Administrator Foster, Communications Coordinator Cox and City Clerk Hadler. The Pledge of Allegiance was said. ADDITIONS OR CORRECTIONS TO AGENDA City Administrator Johnson stated there were no proposed changes. Motion by Weisensel. Second by DeBettignies. Motion to Adopt the Agenda. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. PRESENTATIONS, PROCLAMATIONS AND ACKNOWLEDGMENTS 3.a. Recognition – Parks & Recreation Commissioner Jason Eisold Mayor Droste introduced Former Commissioner Eisold and thanked him for his service on the Parks & Recreation Commission. Mr. Eisold served on the commission for nine years. 3.b. Recognition – Former Utilities Commissioner Shawn Mulhern Mayor Droste introduced Former Commissioner Mulhern and thanked him for his service on the Utilities Commission. Mr. Mulhern served on the commission for 24 years. 3.c. New Police Officer Oath of Office and Introduction Chief of Police Scott gave an introduction to Officer Kevin Tapper. Mayor Droste performed Officer Tapper’s swearing in. Officer Tapper’s mother pinned on his badge. 3.d. Special Event Update – Leprechaun Days Parks and Recreation Director Schultz introduced Steve Ball and Scott Selig from the Leprechaun Days Committee. Mr. Ball gave an overview of planned events for the festival. Chuck Brooks will be the Grand Marshall of the parade. The Committee is still looking for volunteers for the events. 3.e. Youth Commission Report Assistant City Administrator Foster introduced Josh Dennis, former Chairperson of the Youth Commission, who gave a report of the activities of the commission for 2014-2015. Activities included meetings with the University of Minnesota Resilient Communities Project, Rosemount Area Arts Council and various City staff. The commission also hosted the annual tree lighting. The commissioners thanked John Loch and Jeanne Schwartz of the Arts Council for their support over the years. 6.a. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JULY 7, 2015 Council member DeBettignies thanked Mr. Dennis for his presentation and his service on the commission. Council member Weisensel commented that the Commission this year was a strong group and that we should be proud of their efforts. Mayor Droste asked Mr. Dennis about his studies and congratulated him. 3.f. Robert St. Transitway Alternatives Study Community Development Director introduced Joe Morneau, with Dakota County Transit Office, who provided a presentation regarding the Robert Street Transitway Alternatives Study. Mr. Morneau outlined the process and results of the study. Council member DeBettignies asked whether the construction happening on South Robert Street was due to this study. Mr. Morneau replied that it was not. Council member Demuth inquired about the potential weekly trips to St. Paul. Mr. Morneau clarified it was the weekly express trips and that the number was estimated at 900. Mayor Droste stated that MVTA (Minnesota Valley Transit Authority) would be adding an express service up the Highway 35 corridor from Rosemount. He stated that the largest impediment to the Robert Street corridor service is less-populated land in Eagan, Inver Grove Heights and northern Rosemount. Council member Weisensel stated that he has seen an increase in ridership in his experience riding the bus to Minneapolis. Motion to Approve the Letter to the Dakota County Regional Rail Authority regarding the Alternatives Study and Authorize the Mayor to sign the letter. Motion by DeBettignies. Second by Weisensel. Donation Account Expenditure – Police Equipment Fund Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: None. Motion carried. PUBLIC HEARINGS 7.a. Request by Arcon Development for the Drainage and Utility Easement over Outlot A, Prestwick Place 8th Addition Community Development Director Lindquist gave an overview of the project and stated that the applicant had asked to move the public hearing to the July 21st Regular Meeting. Since the notice of the public hearing had already been given, staff requests that council open the public hearing and then continue the hearing to the July 21st meeting. Mayor Droste opened the public hearing at 7:51 p.m. Motion to Continue the Public Hearing to the July 21st City Council Meeting. Motion by DeBettignies. Second by Weisensel. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. NEW BUSINESS 9.a. Liquor Code Update City Clerk Hadler provided a summary of the staff report regarding changes made to the Liquor Code. The proposed Liquor Code changes adds a number of retail licenses related to brewery and micro-distillery producers, fixes inconsistencies in the code, and brings the code in line with state statute. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JULY 7, 2015 The license fees are not being changed at this time, other than the addition of the fees for the new licenses and the background investigation fee being raised to $500 from $350. Council member Weisensel stated that with the addition of the brewery licenses, that Rosemount is “open for business”. Council member DeBettignies inquired about the background investigation fee, as it appears in the fee resolution that it actually went down. Ms. Hadler explained this was one of the inconsistencies that was being fixed; that despite the fee resolution stating a $1500, the code itself stated $350, and the maximum allowable by law is $500. Council member Demuth inquired about a press release. Ms. Hadler stated there would be a press release. Mayor Droste inquired about the definitions of each of the types of businesses. Ms. Hadler explained the differences between brew pub, taproom and cocktail room. Mayor Droste stated that Dakota County Technical College is starting a brewing certification course that is the first in the state and they are already booked for the Fall Semester. Community Development Director Lindquist stated that an article today stated they had received state funding that would help them build the lab for the course. Motion to Adopt Ordinance 2015-06 an Ordinance Repealing the Rosemount City Code Title 3, Chapter 1, Liquor Regulations and Providing a New Title 3, Chapter 1. Motion by Weisensel. Second by Nelson. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. Motion to Approve a Resolution Approving Summary Publication of Ordinance No. 2015-06 Motion by Weisensel. Second by Nelson. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. Motion to Approve a Resolution Amending the 2015 Schedule of Rates and Fees. Motion by Weisensel. Second by Nelson. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. ANNOUNCEMENTS ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JULY 7, 2015 Mayor Droste reviewed the calendar of events. The Mayor outlined the agenda for the upcoming Special Work Session on Thursday, July 9th, 2015. The next City Council regular meeting will be held on Tuesday, July 21st, 2015, at 7:00 p.m. City Administrator Johnson introduced the new Director of Public Works / City Engineer Patrick Wrase. Mayor Droste invited Mr. Wrase to comment. Mr. Wrase stated that he is excited about the vast number of projects that are in the works and that he is happy to be here.
