RECOMMENDED ACTION: Motion to authorize the execution and submittal of a comment
letter to Metropolitan Council on its Draft Master Water Supply Plan
BACKGROUND
The Metropolitan Council has prepared a Draft Master Water Supply Plan and is accepting public
comments through August 21, 2015. The purpose of the Plan is to ensure sustainable water quality and
water supply for the region. A copy of the plan is available online

Through the years, the City of Rosemount has provided its residents with clean, safe drinking water from
the Prairie du Chien/Jordan aquifer. The City’s groundwater withdrawals are permitted by the Minnesota
Department of Natural Resources (MnDNR) through the water appropriations permitting process and the
MnDNR has historically granted increases to the City’s appropriated water withdrawal amounts following
the installation of new wells. In addition, the Metropolitan Council has previously reviewed and approved
the City’s 2030 Comprehensive Plan that identifies not only how the City’s population will grow, but also
how the City will continue to provide drinking water to its residents.
As the City continues to grow, additional water supply sources (i.e. water wells) will be required and
cooperation with the MnDNR appropriation permitting process will be necessary. The City will also be
required to complete its 2040 Comprehensive Plan in accordance with Metropolitan Council rules by 2018.
As such, it will be important for the City to continue to engage the applicable agencies and to provide
comments to plans such as this during the policy making process so that appropriate water system
planning and financing can occur in the years to come.
The attached proposed comment letter has been prepared for City Council consideration to submit to the
Metropolitan Council.
SUMMARY
It is recommended that Council authorize the execution and submittal of the attached comment letter.
