APPROVED BY: ddj RECOMMENDED ACTION: Motion to Approve the Proposal for Professional Services by WSB and Associates, Inc. for 1.5 Million Gallon Ground Storage Reservoir and Booster Station ISSUE Staff is requesting City Council to approve the proposal from WSB and Associates, Inc. (WSB) to provide design, construction management and startup services for the 1.5 Million Gallon Ground Storage Reservoir and Booster Station BACKGROUND The City of Rosemount’s water distribution system could expand significantly in the next decade with the addition of the proposed UMore Park development to be located in the south end of the City. Based upon calculations, the City needs additional water storage to provide adequate flows for development in the near future. Water distribution system modeling and analysis has determined that a 1.5 Million Gallon (MG) ground storage reservoir and a 4,000 gallon per minute (gpm) booster station in conjunction with the City’s existing wells and water towers, could provide adequate water storage and fire protection to serve the City and the proposed UMore Park development through Year 2025. Additionally, the construction of Well No 16 along Bacardi Avenue and north of Bonaire path is underway and expected to come on line in late 2016. Initial analysis of the Well 16 water indicated that it contained radium at levels that exceed the Environmental Protection Agency (EPA) maximum contaminant level (MCL) requirement. If Well 16 continues to exhibit elevated radium levels once full scale pumping starts, the reservoir can be utilized to blend Well 16 water with that from Wells 14 and 15 to insure EPA compliance. Ultimately, the 1.5MG ground storage reservoir may become the clear well for the treated water from a future water treatment plant that would be designed to remove iron, manganese and radium. In order to prepare for the expected future growth and to adequately mitigate the Well 16 radium levels, it is recommended to construct a 1.5MG ground storage reservoir at this time. A site has been reserved to locate the reservoir and potential future water treatment plant between the Bacardi Water Tower and Fire Station #2. The construction of the 1.5MG reservoir can be completed in 2016 to coordinate with the completion of Well 16. The most recent cost estimate for the 1.5MG ground storage reservoir and 4000 gpm booster station is $4,138,000 including contingencies and engineering costs. Public Works staff has included a line item for the construction for these facilities in the draft 2016 Rosemount Capital Improvement Plan budget. 2 Requests for Proposals (RFP’s) were distributed to six engineering firms that were determined to have exceptional capabilities related to water supply engineering and were recommended by Public Works staff members in neighboring communities. Five proposals were received on the proposal deadline of August 6. The proposals were reviewed by a staff selection committee consisting of the Public Works Director/City Engineer, Community Development Director, Public Works Supervisor, Public Works Coordinator, Utilities Lead Person and the Utilities Class B licensed water operator. The proposals were reviewed individually and scored with respect to Project Understanding, Project Approach, Project Schedule, Team Experience, Unique Ideas and Estimated Cost. The individual scores were totalized for each consultant and after discussion of the scoring results, a unanimous recommendation was made by the selection committee to award the professional services contract to WSB. The WSB proposal was ranked highly by all members of the committee across the selection criteria. The WSB proposal was also the lowest overall cost submittal at $230,291. SUMMARY Staff is requesting City Council approval of the proposal for services by WSB and Associates, Inc. for the 1.5 Million Gallon Ground Storage Reservoir and Booster Station.
