ATTACHMENTS: Issues Map APPROVED BY: ddj RECOMMENDED ACTION: Discussion Item SUMMARY Staff brought an issues map to the City Council in May 2014 regarding a variety of issues associated with the land holdings and operations of Flint Hills Refinery. Attached is an updated issues map which continues to list topics for review. More recently the Mayor, City Administrator, Public Works Director and Community Development Director met with four representatives of Flint Hills. The following items were discussed and also are reflected on the issues map: • Potential screening from western development to eastern refinery through the use of berming and landscaping at strategic locations. • Addition of Quiet Zone west of RR tracks along Bonaire Path • Impact of undeveloped land on Area Charges for remainder of city • Potential for regional stormwater ponding to mitigates some projected infrastructure needs • Eastward extension of Connemara Trail along with needed public infrastructure for private development • Future construction of 140th Street and trail via TH 52 underpass • Power plant/Cogen facility construction at FHR • Ammonium Thiosulfate Fertilizer Terminal at previous Rosemount Clean Energy site • Zip Line corridor RECOMMENDATION Staff would like to discuss identified issues with the Council. )p ?ØA@ G±WX SÈ GÑWX )p ?ØA@ G±WX )p Extension of 140th St. andInterpretive Trail across TH 52 via underpass-Evaluate benefit-ROW acquisition Possible Regional Stormwater Pond(s)-City/FHR collaboration to construct 40 to 80acre pond with 500 to 1500 ac-ft of storage-May need agreement soon to accommodate updates to surface water management plan Future Connemara Trail Collector Access to Bonaire Path West of RR Tracks P a t h : T : \ G I S \ C i t y \ M a p s \ D e p a r t m e n t a l M a p s \ E n g i n e e r i n g \ F l i n t H i l l s \ F l i n t H i l l s S o l u t i o n s . m x d FHR/City Collaboration Map Z I P L I N E C O R RID OR FHR Conservation Area-Need to evaluate stormwater impacts for undeveloped condition-Can runoff be maintained onsite to not require outlet?-Improvements by FHR onsite to control runoff vs. trunk area fees for storm water?
