REGULAR MEETING PROCEEDINGS
SEPTEMBER 1, 2015
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, September 1st, 2015 at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th
Street West, Rosemount.
Mayor Droste called the meeting to order with Council Members DeBettignies, Nelson, Weisensel
and Demuth attending. Staff present included City Administrator Johnson, Community
Development Director Lindquist, Director of Public Works Wrase, Officer Coughlin and City Clerk
Hadler. The Pledge of Allegiance was said.
ADDITIONS OR CORRECTIONS TO AGENDA
City Administrator Johnson stated there were no proposed changes.
Motion by DeBettignies. Second by Weisensel.
Motion to Adopt the Agenda.
Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth
Nays: 0. Motion carried.
PUBLIC COMMENT
Chris Kalata, resident at 1416 Atwood Court, thanked the Council and City for putting forward the
RFP for the rink study. Mr. Kalata stated he had done a study on the hockey rink and presented his
findings to the Council. City Administrator Johnson gave an overview of staff activities with regard
to the rink. Councilmember Nelson stated a number of points from Mr. Kalata’s research that he
was unaware of.

6.a. Minutes of the August 10th, 2015 Work Session Proceedings
Council member Nelson requested that item 6.a. be pulled from the consent agenda. He clarified
his statements he made at the work session. He asked that the following amendments be made;
Page 3, paragraph 9, be amended to read “Councilmember Nelson feels strongly that the
budget needs to be increased by a million dollars to have money set aside to address future
recreational facility needs for Rosemount youth, specifically land acquisition for recreational
facilities. He also asked what the current plan is relating to the information they heard earlier
in this summer on recreational facilities.”
Page 3, Paragraph 14, be amended to read “Councilmember Nelson feels that the city should
be getting market rate for all amenities. For example, there is an imbalance between renting
a court, which are below market rates, and ice rink fees, which are market rate. Need to
meet in the middle and have a plan. Also need to communicate to the public so they can
know the plan and support it, he feels in the past there wasn’t much done to let the
community know why we are asking them to vote.”
Council member DeBettignies inquired about what he meant by “market rate”. Council member
Nelson stated that he was referring to being similar to other communities. He meant all facilities
and did not mean to pit basketball against hockey.
Mayor Droste pointed out that baseball fields are funded differently, via park dedication fees to
developers.
City Administrator Johnson stated that current issue is whether to approve the change to the
minutes.
Council member Weisensel noted typo in third paragraph (“joint meeting”) and his name missing in
statement regarding fire stations used during disaster.
Motion by Nelson. Second by Demuth.
Motion to Approve the Minutes of the August 10th, 2015 Work Session Proceedings with
revisions to paragraphs 9 and 14 on page 3, as well as changes Council member Weisensel
noted.

Nays: None. Motion carried.

6.h. Receive Plans & Specifications / Authorize Ad for Bid for Sealing Wells 4 and 5 and
Drilling a New Observation Well
City Administrator Johnson asked to pull the item for discussion so that Director of Public Works
could discuss the specifications. Mr. Wrase stated that Council member Demuth had brought up a
number of items in the specs that could be a financial savings. He stated that the current item could
still go forward, but then there could be a bid addendum in the future. Council member Demuth
stated that she doesn’t want to table the item, but would like to be sure that we examine the
specifications to see if the City could save money on the project.
Motion by Demuth. Second by Weisensel.
Motion to Motion to Adopt a Resolution Receiving Plans and Specifications and
Authorizing Advertisement for Bids for the Sealing of Wells 4 and 5 and Drilling New
Observation Well, Engineering Project 181
Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth
Nays: None. Motion carried.
NEW BUSINESS
ANNOUNCEMENTS
Mayor Droste reviewed the calendar of events. The next City Council work session will be held on
Tuesday, September 8th, 2015, at 6:30 p.m. The next City Council meeting will be held Tuesday,
September 15th, at 7 pm.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by DeBettignies, the meeting was adjourned at 7:23 p.m.
