RECOMMENDED ACTION: Motion to Adopt a Resolution Receiving Bids and Awarding
the Contract for the Horseshoe Lake Lift Station, City Project 466
BACKGROUND:
On Friday, September 4, 2015, seven bids were received for the Horseshoe Lake Lift Station and read
aloud publicly. The low bidder is Ryan Contracting Co., who submitted a base bid in the amount of
$609,000 and a bid alternate in the amount of $35,000. The total bid amount of $644,000 is 21.0% lower
than the estimated construction cost of $815,000.
The lift station will be constructed at the south end of Horseshoe Lake. The lift station will pump storm
water south to Mare Pond where it will connect to the City’s trunk storm sewer system. The lift station
will also provide flood protection to the White Lake area in the future when storm sewer connections are
made between White Lake and Horseshoe Lake. This project involves construction of the lift station,
remaining forcemain and valve system. An alternate was included for additional electrical work and
controls for water level monitoring.
It is anticipated that the Horseshoe Lake Lift Station site work will be complete by November 30, 2015
and the electrical work and final restoration will be complete by July 1, 2016.
SUMMARY:
Staff recommends that Council adopt the attached resolution receiving the bids and awarding the contract
for the Horseshoe Lake Lift Station, City Project 466.

RESOLUTION 2015 –
A RESOLUTION RECEIVING BIDS AND AWARDING CONTRACT
FOR THE HORSESHOE LAKE LIFT STATION
CITY PROJECT 466
BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows:
1.All bids on construction of the Horseshoe Lake Lift Station are hereby received and tabulated.
2.Based on the Base Bid and Alternate Bid, the bid of Ryan Contracting Co. in the amount of
$644,000 for the construction of said improvements is in accordance with the plans and
specifications and advertisement for bids, and is the lowest responsible bid and shall be and
hereby is accepted.
3.The Mayor and Clerk are hereby authorized and directed to enter into a contract with said
bidder for the construction of said improvements for and on behalf of the City of Rosemount.
4.The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits
made with their bids, except that the deposit of all successful bidder and the next two lowest
bidders shall be retained until a contract has been executed.
ADOPTED this 15th day of September, 2015.
