SPECIAL MEETING PROCEEDINGS
SEPTEMBER 1, 2015
CALL TO ORDER
Pursuant to due call and notice thereof a special meeting of the Rosemount Port Authority was held
stth
on Tuesday, September 1, 2015, at 6:00 p.m. in the Council Chambers at City Hall, 2875 145
Street West, Rosemount.
Chair Weisensel called the meeting to order with Commissioners Droste, Wolf, Luing, Smith,
Abdulahi and DeBettignies attending. Staff present included City Administrator Johnson,
Community Development Director Lindquist and City Clerk Hadler. The Pledge of Allegiance was
said.
ADDITIONS OR CORRECTIONS TO AGENDA
City Administrator Johnson stated there were no proposed changes.
Motion by Weisensel. Second by DeBettignies.
Motion to Adopt the Agenda.

4.aPurchase Agreement between City of Rosemount Port Authority and Js QUAD LLC
Community Development Director Lindquist provided an overview of the purchase agreement,
which is for the sale of the remaining Genz-Ryan property owned solely by the Port Authority. The
buyer of the property is planning to put a drive-thru restaurant in the location. The agreement
requires that the buyer continue to make progress toward the building of that facility.
Commissioner Smith inquired if there were any public comments received regarding the drive-thru.
Ms. Lindquist stated she has not heard of any, but there might be more comments during the
planning process. Commissioner DeBettignies stated he had heard only positive things about
Culvers coming to town.
Commissioner Wolf stated the agreement looks very standard from a legal standpoint. He stated
there were a number of contingencies in number 4.
Commissioner Smith, asked when the closing date might be. Ms. Lindquist stated that the closing
date might be 180 days out. Mr. Smith inquired if the franchisor had reviewed the finances of the
applicant. Maria Veach, representing the buyer, stated the franchisor has approved all of the
finances. She stated their operations planning would take approximately 3 months.
Commissioner Weisensel inquired about construction timeframes. Ms. Veach stated this would
depend on the closing date, and their construction time is 3 months.
Commissioner Weisensel inquired about the other locations. Ms. Beach stated they have locations
in West St. Paul, Savage and Anoka.

for the purpose of youth job creation.
Motion by Wolf. Second by DeBettignies.
Motion to approve the purchase agreement.

Chair Weisensel inquired if there was anything the Port Authority should plan for. City

Administrator Dwight Johnson stated that on September 15 the Port Authority will meet to
approve the refinancing of some bonds to reduce costs and this subject would also need to be

revisited on October 20.
REPORTS FROM PORT AUTHORITY COMMISSIONERS
Commissioner Abdulahi stated that the light industrial group has had two meetings. They have
reviewed the information that staff has provided to the group, including existing empty lots. The
group has two action items; one that addresses what channels to attract industry. The other is to
talk to companies that are already in the community, and to develop a set of questions to ask these
companies.
Commissioner Droste stated that much of these efforts are dependent upon availability of land. The
City needs to more effectively engage the landowners to make land available. Commissioner Smith
asked how Apple Valley went about engaging those landowners. Commissioner Droste stated that
we need to bring the landowner to the table, rather than sending interested businesses directly to
them.
Commissioner Abdulahi stated it would be challenging to convince someone to build without a
renter lined up. Commissioner Droste stated that it is also important to have relationships with the
big developers.
Ms. Lindquist stated that a broker she spoke to said
right now as the southwest and other areas. She also noted that there are now multiple areas within
the community that are potentially being developed for industrial; including a portion of the UMore
property and properties in the east, which are competing with the Business Park land.
Commissioner DeBettignies inquired when the hotel survey might be completed. Ms. Lindquist
stated the draft should be ready soon.

Commissioner Droste stated that Money Magazine name Rosemount the 12 best place to live in
the 10 50,000 population category and the school has a lot to do with that. He stated the school
district had the highest ACT test scores in the state.
ADJOURNMENT
There being no further business to come before the Port Authority and upon a motion by
Weisensel, second by DeBettignies, the meeting was unanimously adjourned at 6:45 p.m.
