SUMMARY
As the Council is aware, Rosemount receives CDBG funding annually through an allocation process
administered by the County. For the last several years, staff has been applying funds to continue bringing
public facilities up to current ADA standards. So far, the City has been able to modify curbcuts at some of
the more heavily used pedestrian facilities along Connemara Trail and modifications to the bathroom at
Erickson shelter. Parks and Recreation is starting to work on accessibility issues associated with the Central
Park shelter with construction anticipated in 2016. The item tonight continues the ADA upgrades by
approving a contract for replacement of curbcuts along Connemara Trail and Biscayne Avenue. The map
attached illustrates the proposed intersections. Some of these intersections are fairly new however; new
ADA regulations mean that the current curbcuts are obsolete. While staff does not anticipate reconstructing
all the non-compliant ADA curbcuts, staff believes areas which may experience higher pedestrian volumes
would be appropriate. Further, use of CDBG funds are always somewhat difficult due to restrictions on the
use and regulations governing the process. This is one way to expend funds that benefit the entire
community and is consistent with the sustainability goals of the Council.
To accommodate the spend down requirements for CDBG funds, staff is moving this item forward to
significantly decrease the funds allocated to Rosemount. These funds are residual amounts from 2011, 2013,
and 2014. The 2015 allocation is earmarked for the Central Park shelter. To aid in the countywide spend
down ratio, staff is recommending the Council approve the resolution awarding the contract for the base bid
and all alternates, totaling $78,071. Work would commence as soon as possible to get work completed this
fall, prior to snowfall.
RECOMMENDATION
Motion to approve the attached resolution.

RESOLUTION 2015 –
A RESOLUTION RECEIVING BIDS AND AWARDING CONTRACT
TO UPGRADE THE SIDEWALKS TO ADA STANDARDS ON CONNEMARA TRAIL AND
BISCAYNE
BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows:
1. All bids to upgrade sidewalks on Connemara Trail and Biscayne Avenue to meet ADA
Standards are hereby received and tabulated.
2. The bid of Ryan Contracting in the amount of $78,071.00 for the construction of said
improvements is in accordance with the plans and specifications and advertisement for bids,
and is the lowest responsible bid and shall be and hereby is accepted. Funding will come from
CDBG Funds.
3. The Mayor and City Clerk are hereby authorized and directed to enter into a contract with said
bidder for the construction of said improvements for and on behalf of the City of Rosemount.
4. The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits
made with their bids, except that the deposit of the successful bidder and the next two lowest
bidders shall be retained until a contract has been executed.

Quotes were received for the above-referenced project on Friday, September 25, 2015. Three
quotes were received. The quotes were checked for mathematical accuracy and tabulated.
Please find enclosed the bid tabulation indicating the low bid as submitted by Ryan Contracting
