RECOMMENDED ACTIONS: Motion to Adopt a Policy Regarding Temporary In Street
Crosswalk Signs
BACKGROUND:
The City receives resident requests for various traffic control devices including crosswalks and enhanced
crosswalk markings in an attempt to increase pedestrian safety. In maintaining compliance with the
Manual on Uniform Traffic Control Devices, the City is not able to provide all of the requested traffic
control devices. However, the City utilization of temporary in-street crosswalk signs may be beneficial to
motorists and pedestrians by increasing traffic safety awareness. Specifically, the in-street crosswalk signs
may be used to remind road users of the Minnesota law which requires the driver of a vehicle to stop and
yield the right-of-way to a pedestrian crossing the roadway within a marked or unmarked crosswalk.
Staff recommends adoption of the following policy:
POLICY:
Upon request, the City will conduct a review of the location and determine it meets the following criteria
for placement of a temporary in-street crosswalk sign:
a. The combined vehicular, bicycle, and pedestrian volume entering the intersection from all
approaches averages more than 2000 units per day; or
b. There has been a change in the traffic condition at the requested location such as development,
detours or special events.
If the location meets the above criteria, a temporary in-street crosswalk sign may be placed at the location
for a minimum of four (4) weeks or at the discretion of the Public Works Director.
SUMMARY:
Staff recommends Council adoption of the Temporary In Street Crosswalk Sign Policy.

temporary in-street crosswalk signs to promote overall pedestrian safety and traffic calming.
