ATTACHMENTS: Resolution; June 9, 2015 Letter to County; Draft Transportation Request/Response; Draft Dakota County 2016-2020 CIP; September 24, 2015 Letter from Dakota County APPROVED BY: ddj RECOMMENDED ACTION: Motion to Adopt a Resolution Supporting the Dakota County 2016-2020 Transportation Capital Improvement Program ISSUE: Dakota County has prepared a draft 2016-2020 Transportation Capital Improvement Program (C.I.P), a copy of which is attached. Highlighted in the draft CIP are the Dakota County projects programmed within the City of Rosemount. As in the past, Dakota County is requesting a City resolution of support for the projects identified in the draft CIP. BACKGROUND: On June 9, 2015 a letter was sent on the proposed City projects to be included in the 2016-2020 Dakota County CIP. At that time, the following projects were identified: • CSAH 42/TH 52 Interchange Project - continue to support the advancement of this project as funding sources become available. • County Road 73 (Akron Avenue) Bonaire Path to Inver Grove Heights – continue to program the improvement of County Road 73 from Bonaire Path to Inver Grove Heights with the schedule dependent upon the completion of the Pine Bend Area Arterial Connector Study and future development. • CSAH 42/Business Parkway/Biscayne Avenue/149th Street Improvements – the completed 149th Street will serve as a frontage road connection between Business Parkway and Biscayne Avenue to facilitate the direction of local future commercial traffic to the intersection of Biscayne Avenue and CSAH 42, identified to be signalized in the future. The city requests that a Joint Powers Agreement be developed between Dakota County and the City for the following: o Reduction of CSAH 42/Business Parkway access from full to three-quarters; o Combined with the installation of a signal system on CSAH 42 at Biscayne Avenue; I:\City Clerk\Agenda Items\Approved Items\6.l. 2016-2020 Dakota County Capital Improvement Program.docx 2 o And, combined with the determination of County funding participation/reimbursement for a percentage of the City’s cost to construct 149th Street. • CSAH 38 / CSAH 31 to TH3 – continue to support the programming of improvements to CSAH 38 (McAndrews Road) between CSAH 31 (Pilot Knob) and TH 3 to convert the road from a 2-lane to 3-lane road section with a center left turn lane. SUMMARY: Attached for Council consideration is a resolution supporting the Dakota County Draft 2016-2020 Transportation Capital Improvement Program. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2015 - A RESOLUTION SUPPORTING THE DAKOTA COUNTY 2016-2020 TRANSPORTATION CAPITAL IMPROVEMENT PROGRAM WHEREAS, Dakota County has asked cities and townships for input on the Dakota County 2016-2020 Transportation CIP; and WHEREAS, the following transportation projects and policies are important to the City of Rosemount:  CSAH 42/TH 52 Interchange Project - continue to support the advancement of this project as funding sources become available.  County Road 73 (Akron Avenue) Bonaire Path to Inver Grove Heights – continue to program the improvement of County Road 73 from Bonaire Path to Inver Grove Heights with the schedule dependent upon the completion of the Pine Bend Area Arterial Connector Study.  CSAH 42/Business Parkway/Biscayne Avenue/149th Street Improvements – the completed 149th Street will serve as a frontage road connection between Business Parkway and Biscayne Avenue to facilitate the direction of local future commercial traffic to the intersection of Biscayne Avenue and CSAH 42, identified to be signalized in the future. WHEREAS, the City of Rosemount intends to participate in costs associated with these projects in accordance with the applicable county cost sharing policies. NOW THEREFORE BE IT RESOLVED, the City of Rosemount hereby supports the above-mentioned projects for inclusion in the Dakota County 2016-2020 Transportation CIP.
