HomeMy WebLinkAbout20100622 PCP WKS Minutes PLANNING COMMISSION WORK SESSION MINUTES JUNE 22, 2010 PAGE 1 CaII to Order: Pursuant to due call and notice thereof, a Work Session of the Planning Commission was held on Tuesday, June 22, 2010. The meeting was called to order at 6:32p.m. with Commissioners Ege, Irving, Demuth, Kolodziejski and Powell attending. Also in attendance were Senior Planner Zweber, Planner Lindahl and Recording Secretary Hanson. Discussion: a. Downtown Zoning Districts. Senior Planner Zweber reviewed the staff report and stated that following the adoption of the 2030 Comprehensive (Comp) Plan, the City must review its Ordinances and update them as needed to implement the goals and polices of the Plan. Currently, Downtown is predominately zoned C -2 Community Commercial to address the commercial uses, PI Public and Institutional to address the civic uses, and a Downtown Overlay District which allows for some mixed uses /multi family residential buildings. The goal of the zoning review is to create one zoning district that would replace the C -2 Community Commercial and Downtown Overlay districts while allowing for commercial, multi residential, and civic uses. The City will still maintain the Development Plan for Downtown Rosemount to show the mix of land uses expected Downtown and the Downtown Design Guideline to more fully explain the design elements expect when designing a building for Downtown. Mr. Zweber stated tonight's meeting will include discussions on the building form and material that would be required of all buildings and the uses that would be allowed Downtown. Mr. Zweber began by discussing Section G., Site and Building Standards of buildings that will be in the Downtown District. Items discussed included architectural appearance of the buildings and detail and variations of the architectural. Chairperson Ege stated she agreed there should be some conformity in the appearance of the buildings downtown or that the buildings should at least compliment each other in appearance. In discussing that the Downtown Framework set forth for architecture, Planner Lindahl stated the main detail the Framework states to avoid is franchise type architecture to help the downtown maintain a small home -town feel. Commissioner Demuth asked if having these requirements would possibly discourage businesses from coming to the downtown districts rather than other districts with less restrictions. Mr. Zweber stated that the businesses that would not be able to meet the requirements would probably be more appropriate along County Road 42 anyway such as fast food restaurants and the like. He further stated the cost differences between districts are not that vast and there are more requirements in other districts such as setbacks and parking that the downtown district does not have. Next, permitted materials were discussed. New language is being added to allow some flexibility away from brick or stone allowing other material if approved by the City. Commissioner Powell asked if the requirement of a minimum of 60% face brick or stone could be reduced. Mr. Zweber stated that if the Commission agreed that the remaining 40% could be increased to compensate the difference, then he felt the 60% could be reduced. The Pedestrian Circulation, Lighting, Parking Lots and Landscaping sections of the ordinance were briefly covered but Mr. Zweber stated the language is basically a copy from other section of the current ordinance. PLANNING COMMISSION WORK SESSION MINUTES JUNE 22, 2010 PAGE 2 Commissioner Irving asked if additional seating in alley ways is addressed anywhere in the ordinance. Mr. Zweber stated that outdoor seating areas are specifically listed under uses. Mr. Zweber went on to explain the uses including permitted uses, accessory uses and conditional uses. Changes to the ordinance under Permitted Uses were discussed as follows: Apartments, condos, and multiple family housing would now be encouraged but no living units will be allows on the first floor within 150 feet of Highway 3. A minimum of one underground parking stall will be required per dwelling unit. Commissioner Powell asked if a ground level or below ground level dwelling unit would be possible and Mr. Zweber stated that staff would need to review the plans to see if it met the requirements. The ordinance will not exclude payday loans, check cashing or drive- through facilities from financial institutions. Automobile and related equipment services will be deleted. Hotels were added. Indoor recreation or amusement uses were added. Single family attached dwellings were added except no unit, common area or parking stall shall be allowed within 150 feet of hwy 3 and all standards set forth in 11 -2 -18 shall be followed. Commissioner Powell asked how satellite dishes are an accessory use. Mr. Zweber replied that it simply allows individual dwelling units to have their own satellite TV dishes installed. Changes to the ordinance under Conditional Uses were discussed as follows: Congregate housing will be added as a conditional use from the Traditional Downtown Overlay District. Drive through facilities on financial institutions are being added subject to conditions. Indoor recreation and amusement services are being moved to the C2- Commercial Permitted Uses because they are uses now regulated by a business license. Multiple parcel, tenants, buildings are being removed because these can be addressed through a PUD rather than an ordinance. Mr. Zweber stated there is only one Interim Uses in the ordinance which is transient merchant sales lots subject to conditions. Mr. Zweber explained what was changed from the Traditional Downtown Overlay District ordinance as follows: Transit stations were removed. Conditions of hotels were removed consisting of a requirement of a certain number of rooms and a distance of 300 feet from churches and schools. Form and Materials; Permitted, Accessory, Conditional and Interim Uses July: Review Entire Zoning District Text August: Meeting with the Downtown Business Council September: PC Open House and Public Hearing October: CC Adoption Reports: Senior Planner Zweber updated the Commission on discussions with UMore and the proposed mining operation. He stated that it may be later in the fall before anything is brought to the Planning Commission for review but that Commissioners are welcome to attend Council work sessions or contact Mr. Zweber for more information to be kept up to date. Updates: Planner Lindahl stated the Pedestrian and Bike Plan is still in process and the Parks Commission will be reviewing a draft of the plan at their next meeting.
