Call to Order:
Pursuant to due call and notice thereof, the Regular Meeting of the Planning Commission was held
on Tuesday, July 24, 2012. Chairperson Powell called the meeting to order at 6:30p.m. with
Commissioners Miller, Husain, DiNella, Demuth and Weber present. Commissioner Ege was
absent. Also in attendance were Senior Planner Zweber, Planner Lindahl, Project Engineer Olson
and Recording Secretary Hanson.
The Pledge of Allegiance was read.

MOTION by Weber to approve the Consent Agenda.
Second by DiNella.
Ayes: 6. Nays: None. Motion approved.
Public Hearing
:
5.a. Verizon Wireless Request for a Conditional Use Permit to Install Additional Equipment at the
Planner Lindahl stated the applicant,
Existing Cellular Tower at the Vic’s Crane Site (12-16-CUP).
Verizon Wireless, LLC, requests approval of a conditional use permit to allow the addition of
twelve (12) antennas, a generator and an 11.5’ by 20’ equipment shelter to the existing cellular tower
th
site at 3000 145 Street East (County Road 42). The subject property is located on the south side
of County Road 42 just west of the County Road 42/Highway 52 interchange and is owned by
Vic’s Welding & Engineering business. Mr. Lindahl reviewed the staff report.
Commissioner Husain asked the need for twelve antennas and Mr. Lindahl referred that question to
the applicant, Rob Viera, of Buell Consulting, who stated that twelve antennas was a typical
installation which helps to cover all directions on the tower.
Commissioner Husain asked if there would be any signal interference being so close to other
companies’ towers. Mr. Viera stated Verizon does research about the possible interference before
installing the antennas and their antennas will be enough feet away from other antennas to avoid
interference.
Commissioner Husain then asked Mr. Lindahl the reason for the requirement to have the
equipment placed inside a building. Mr. Lindahl replied that generators are commonly placed inside
buildings that are properly vented. Mr. Viera stated that other generators at other sites are not
housed in buildings and asked why the condition is being required in this case. Mr. Lindahl stated
he does not know the building standards at the time those other generators were installed, but
reiterated the current building standards and restated the equipment needs to be contained.
Commissioner DiNella asked what type of equipment will be placed in the building and how far
away this site is from the UMore windmill site.
Commissioner Husain asked how the City benefits from granting Verizon’s request. Mr. Lindahl
stated there is no specific benefit to the City government entity but that the additional antennas for
Verizon will help Rosemount residents who are current Verizon customers.

Commissioner Miller asked the Mr. Viera if the applicant was in favor of the landscaping condition.
Mr. Viera stated they would need to get approval from the land owner and did not understand
where the additional landscaping needed to be installed. Mr. Lindahl explained that the additional
landscaping should be placed for additional screening along County Road 42. Senior Planner
Zweber added that with the landowner signing the application for the conditional use permit, they
gave their consent and agreement to any conditions contained in the approval of the permit.
The public hearing was opened at 6:58p.m.
There were no public comments.
MOTION by Miller to close the public hearing.
Second by DiNella.
Ayes: 6. Nays: None. Motion approved. Public hearing was closed at 6:58p.m.
Chairperson Powell stated that even though it appeared that the applicant was not completely
familiar with the conditions, the conditions are entirely from City code requirements.
MOTION by Miller to recommend the City Council approve a Conditional Use Permit to add
twelve (12) additional antennas and a ground equipment shelter to the existing cellular tower at

3000 145 Street East (Vic’s Welding and Engineering).
1.Issuance of a building permit.
2.Relocate the proposed outside generator within the planned equipment shelter.
3.Submission of a detailed landscaping plan illustrating the number, size and type of both the
relocated and new plantings as detailed in the staff report. The landscape plan shall be
reviewed and approved by staff prior to issuance of the required building permit.
4.Submission of a landscape security equal to one hundred and ten percent (110%) of both
the relocated and new plantings prior to issuance of a building permit.
Second by Demuth.
Ayes: 6. Nays: None. Motion was approved.
Mr. Lindahl stated the item will go before the City Council for approval at the August 6, 2012
meeting.
