ROSEMOUNT YOUTH COMMISSION
REGULAR MEETING PROCEEDINGS
August 26, 2015
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount Youth Commission was
th
held on Wednesday, August 26, 2015 at 3:47 p.m. in the Conference Room at City Hall, 2875 145
Street West, Rosemount.
Chairperson Schalliol called the meeting to order with Youth Commissioners Alex, Andrews, Busho,
Corrigan, Hinderaker, Munson, Radosevich, Saal, Jaren Yambing and Joan Yambing present. Staff
Liaison Foster, Council member Weisensel, City Administrator Johnson and Recording Secretary
Hadler were present. Commissioner Westman, Wuellner, and M. Demuth were absent.
Commissioner S. Demuth arrived at 4:05 pm.
ADDITIONS OR CORRECTIONS TO AGENDA
Commissioner Munson asked to add a Roundtable discussion to the agenda.
Motion by Schalliol. Second by Munson.
Motion to Adopt the Agenda with the addition of the Roundtable discussion.

NEW BUSINESS
6.a. Update on Recreational Facilities
Parks and Recreation Director Schultz presented information regarding the recreational facilities that
have been requested by various youth sports organizations; RAHA, RAAA, and Dakota REV.
RAHA (Rosemount Area Hockey Association) has requested a second sheet of ice. RAAA
(Rosemount Area Athletic Association) would like additional indoor court space in the community.
Dakota REV has requested that the city build an artificial turf field with lighting, with a future
addition of a seasonal dome. Mr. Schultz discussed the financial projections for each project.
Mr. Schultz responded to Commissioner questions regarding various cost projections, including the
cost to set-up and teardown the seasonal soccer dome. Commissioner Munson inquired how long it
would take to build the soccer fields and dome. Mr. Schultz responded it this particular project
might take about a year to build.
Mr. Schultz discussed a proposal by a private investor for a privately-owned field house to meet the
indoor court needs of RAAA. This project would take a couple years to find land, design, and build.
Mr. Schultz discussed the assessment of the current city ice facilities. Staff is currently working with
an architect to develop an approximation of the project construction cost and whether the current
site would be feasible for use.
City Administrator Johnson discussed the Capital Improvement Budget and where capital funding
for projects comes from, which projects are planned in the future, and which have been proposed,
but not planned. Mr. Johnson spoke of the various issues with each proposed facility from a
financial standpoint.
Council member Weisensel invited the commissioners to review the materials they have seen on
these projects, or think of ideas for other projects, so that a discussion may be had next month
regarding what they might recommend to Council.
6.b. Update on New Restaurants
Council member Weisensel discussed the staff summary regarding a recommendation of support for
new restaurants within Rosemount. This is in line with the goals set by the Youth Commission
earlier in the year.
Motion by Radosevich. Second by Munson.
Motion to recommend that the City Council support additional restaurants within
Rosemount to help increase opportunities for youth job opportunities.

6.c. Money Magazine Ranking

Council member Weisensel summarized the Money Magazine article that ranked Rosemount 12 in
the nation as best places to live in the 20,000-50,000 population category. Council member
Weisensel noted the quality of the community’s education and low crime rate as key drivers. The

magazine also ranked the community as the 4 “best place to be a kid”.
6.d. Roundtable Discussion
Each commissioner gave short statement regarding their various current activities; including sports
and looking forward to the school year.

7.b. Next Meeting Date
The next meeting of the Youth Commission is scheduled for September 23, 2015 at 3:45 p.m. at
City Hall.
Council member Weisensel invited commissioners to stop in at the 42/52 open house going on in
the Council Chambers.
ADJOURNMENT
There being no further business to discuss, it was moved by Schalliol and seconded by Joan
Yambing that the meeting be adjourned. The motion carried unanimously and the meeting was
adjourned at 5:00 p.m.
