SUMMARY This item was initiated by staff due to the future installation of an underground storage tank and accompanying booster station. The site is also the location of the future water treatment plant. Currently the site is dedicated to public facilities; there is a fire station, water tower and well house on site. The Ground Storage reservoir provides additional storage to the City’s water system which is needed to accommodate new development. The reservoir and booster station are being placed to accommodate a water treatment plant on site, when determined it is necessary. Further the booster station and reservoir will be used as part of the treatment plant upon construction. BACKGROUND The City’s consultant has been working on the design for the booster station and reservoir over the last month. Before they can move unto further design work, staff is interested in having the Planning Commission and Council review the design and site plan. With general approval, final design and creation of construction drawings will take place. The main goal of the project is to ensure operationally the station and reservoir meet the water system needs. Another goal is to ensure that the station and reservoir are sited appropriately so that a water treatment plant can be accommodated on the site, and will function with the two new structures. Finally, staff is interested in compliance with ordinance standards and aesthetic compatibility with on- site building. Attached is a drawing of the booster station elevation. There are three options presented. All have a rockface block base. The first option is one color brick, the second has some blocking on the building façade with a differing color. The third elevation has more horizontal stratification between the darker brick on top with the lighter brick on the lower half of the building. Horizontal lines in the lower half provide additional visual interest along the façade. The third option most closely matches the façade 2 design of the adjoining fire station. Staff would recommend using Option C. The storage facility will be all underground and therefore no elevations are provided. The storage tank will be located directly north of the fire station and grading will be required to bring the ground elevation up around the tank. The grades will be consistent with the elevations found on the west side of the site, ultimately matching the existing drive elevations east of the tank. Based upon the plans, the driveway, well house and parking are not to be disturbed. PLANNING COMMISSION This item was presented to the Planning Commission as an information item at their meeting on October 27, 2015. After staff presented the item, the Commission agreed that elevation C was most consistent with the existing Fire Station 2 and recommended that treatment. CONCLUSION Staff and Planning Commission recommend approval of Elevation C for the booster station. The location and aesthetic of the booster station will set the stage for the future treatment plant. Further, the public fire station already exists on-site and the design and treatment of the booster station should be complementary to the current structure. Commissioners commented they like the look of option 3.
