RECOMMENDED ACTION: Motion to Adopt a Resolution Receiving Bids and Awarding
the Contract for Wells 4 and 5 Sealing and Chippendale Observation Well Schedule A,
Engineering Project 0181, to Keys Well Drilling Company and Rejecting Schedules B and C
BACKGROUND:
On Tuesday, September 29, 2015, two bids were received for the Wells 4 and 5 Sealing and Chippendale
Observation Well Project and read aloud publicly. The low bidder is Key Wells Drilling Company with a
bid of $218,210, which is 0.8 % less than the estimated construction cost of $220,015.
Since the time the project was bid, new information concerning the original construction of Wells 4 and 5
has been received. Additionally, the Minnesota Department of Natural Resources (DNR) has agreed to
allow well #4 to potentially be reconstructed as a 2” observation well if the well is found to be fully intact
and open partially to the Jordan Aquifer during the initial well sealing operations. If Well #4 is not found
to be suitable, the DNR officials have stressed that a new observation well will be required to be
constructed with a 4” diameter casing as is required by the current appropriation permit and as is designed
in Schedule C of the current bid package. At that time, Well #4 will then need to be sealed. While Well
#4 construction records indicate that it is suitable for sealing using standard perforation methods to meet
the current well code, the new Well #5 information recently obtained is cause for concern. The original
well drilling contractor for Well #5 was Keys Well Drilling and they have recently provided construction
records that indicate the potential presence of a pipe sleeve rather than multiple layers of well casings as
was originally known to exist. If the pipe sleeve is found to actually exist, well abandonment methods will
better follow conventional methods, and may result in a cost savings to the City. If multiple casings, three
in some areas, are found to exist, the casings will not be capable of being perforated through conventional
methods, thereby making the abandonment of the well to the current well code very difficult and more
expensive.
In light of this new information, it is recommended that Well #5 be removed from the project until
further investigation can be completed. The sealing of Well #4 will move forward as bid. After the fill
material in Well #4 has been removed, the MDH will conduct a video inspection of the well. If Well #4 is
found to be unsuitable for observation purposes, the well will be sealed in accordance with MDH
requirements. Schedule A is the Sealing of Well #4 with a bid price of $39,250.

If Well #4 is suitable for conversion into the observation well, a change order will be developed with the
contractor for constructing the 2” observation well within Well #4. It is expected that the cost to convert
Well #4 to an observation well will be substantially less than the cost of developing the new 4”
Observation well.
A future project will be necessary to seal Well #5. Additionally, if well #4 is determined to be unsuitable
for development as an observation well, the construction of a new observation well will be necessary.
Bidding documents will be prepared for Well #5 Sealing and if necessary the development of a new
observation well at Chippendale Park at the conclusion of the necessary investigative work.
The City has previously been awarded a total of $64,000 in grant money for this project, as detailed below:
• $50,000 from the MN Department of Health to seal Wells 4 and 5
• $4,000 from Dakota County to seal Wells 4 and 5
• $10,000 from the MN Department of Health to drill the new observation well
The amount of Grant money available for the project will depend upon the exploratory work conducted
during the preparation of Well #4 for sealing. If Well #4 is sealed, it is anticipated that $19,625 in funding
(50% of $39,250 for Schedule A) would come from the MDH for well sealing and $2,000 from Dakota
County. The remaining construction costs will be funded by the Water Utility Fund. If Well #4 is
converted to an Observation Well, the MDH may contribute $10,000 towards the conversion to an
observation well but the City would not receive grant funding from the well sealing grant. The current
Well #5 sealing grant can be utilized to conduct the recommended investigative work to determine the
best sealing method, and if time allows, the remaining funding may be applied to seal the Well. The well
sealing grant funds will expire in June 2016 and the observation well grant funds will expire in April 2017.
Current grant agreements will be amended by the MDH once the status of Well #4 is determined. It is
anticipated that the project will begin in December 2015 and be completed by April 2016.
SUMMARY:
Staff recommends that Council adopt the attached resolution receiving the bids and awarding the contract
for the Sealing of Wells 4 and 5 and drilling of the Chippendale Observation Well, Schedule A, in the
amount of $39,250, and the rejection of Schedules B and C, Engineering Project 0181.

A RESOLUTION RECEIVING BIDS AND AWARDING CONTRACT
FOR WELLS 4 AND 5 SEALING AND CHIPPENDALE OBSERVATION WELL
ENGINEERING PROJECT 0181
BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows:
1. All bids on the sealing of Wells 4 and 5 and drilling of the Chippendale Observation Well are
hereby received and tabulated.
2. The bid of Key Wells Drilling Company in the amount of $39,250.00 represented on Schedule
A for the Well 4 Abandonment is in accordance with the plans and specifications and
advertisement for bids, and is the lowest responsible bid and shall be and hereby is accepted
and Schedules B and C are hereby rejected.
3. The Mayor and City Clerk are hereby authorized and directed to enter into a contract with said
bidder for the construction of said improvements for and on behalf of the City of Rosemount.
4. The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits
made with their bids, except that the deposit of the successful bidder and the next two lowest
bidders shall be retained until a contract has been executed.

Dear Mayor and Council Members:
Bids were received for the above-referenced project on Tuesday, September 29, 2015, and were
opened and read aloud. Two bids were received. Please find enclosed the bid summary
indicating the low bid as submitted by Keys Well Drilling Company, St. Paul, MN in the amount
of $218,210.00 for Schedules A, B and C. The Engineer’s Bid Estimate was $220,015.00.
We recommend that the City Council consider these bids and award a contract in the amount of
$39,250.00 for the Well No. 4 Abandonment (Schedule A) to Keys Well Drilling Company
based on the results of the bids received. Due to new advisement from the Department of
Natural Resources, Well No. 4 may serve as a suitable candidate for an observation well
depending on condition found following the start of abandonment (Schedule A) and therefore we
do not recommend award of the Chippendale Observation Well (Schedule C) work at this time.
In addition, based on new information that became available for Well No. 5 and further
advisement by the Minnesota Department of Health, we do not recommend award of the Well
No. 5 Abandonment (Schedule B) work at this time.
