Minutes of the December 1, 2015 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS DECEMBER 1, 2015 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, December 1, 2015 at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Nelson, Weisensel and Demuth attending. Staff present included the following; o City Administrator Johnson o City Clerk Hadler o Director of Public Works/City Engineer Wrase o Finance Director May o Parks & Recreation Director Schultz o Chief of Police Scott The Pledge of Allegiance was said. ADDITIONS OR CORRECTIONS TO AGENDA City Administrator Johnson stated there were no changes to the agenda. Motion by Weisensel. Second by Demuth. Motion to Adopt the Agenda. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. PUBLIC COMMENT CONSENT AGENDA Motion by DeBettignies. Second by Nelson. Payment 12 & Final - Bacardi Avenue Improvements Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: None. Motion carried. 6.d. Payment 1 & Final - 2015 Pedestrian Ramp Improvement Project 6.g. Payment 12 & Final - Bacardi Avenue Improvements 6.a. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS DECEMBER 1, 2015 Council member Weisensel requested that items 6.d. and 6.g. to be removed from the agenda. He stated that the final amounts were 10% more than what was budgeted. He inquired if staff is doing anything to make sure these overages don’t happen in the future. Council member Nelson stated in his business you can’t bid something and come back and ask for more. Council member Weisensel stated he understood that the bid wasn’t a “lump sum” bid, but instead a unit price bid. He stated he’s more concerned about the design aspect, which is what the bid is based on. Public Works Director Wrase explained that the unit price was not something that increased, but the quantity of units of particular pieces of the project. He stated one way to avoid this is to do a peer review in the design process. He stated that if the project had been designed and estimated correctly in the first place the final cost would be the same as it came out to be. Council member Weisensel asked what is being done to avoid this in the future. Mr. Wrase explained the 30/60/90 design review process that is currently in place. Mr. Wrase went on to explain the cost overrun of the Bacardi Avenue Improvements. The cost overruns had to do mainly with change orders to alleviate poor soil conditions. The final engineer’s estimate was higher than what the final cost was. The original contractor bid had come in much lower than that engineer’s estimate. Council member Weisensel inquired if the process can be changed to make sure projects are started early in the construction season. Mr. Wrase explained that staff is working towards this. Motion to approve Payment 1 and Final to Ryan Contracting for 2015 Pedestrian Ramp Improvement Project, Engineering Project 0182 and Accepting it for Perpetual Maintenance. Motion by Weisensel. Second by DeBettignies. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. Motion to approve Payment 12 and Final to Ryan Contracting for Bacardi Avenue Improvements, City Project 452 and Accepting it for Perpetual Maintenance. Motion by Weisensel. Second by Demuth. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. PUBLIC HEARING 7.a. Adoption of 2016 Budget City Administrator Johnson gave an overview of the proposed budget. The proposed budget will result in an estimated increase of $35 per year to the median home. Mr. Johnson outlined some of the changes in expenses coming in 2016; operation of new Activity Center, funding for the ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS DECEMBER 1, 2015 Equipment CIP, new human resources employee, changing firefighter pay to hourly, to name a few. Mr. Johnson outlined some of the ways the City has saved money or is expecting increases in revenues. Rosemount’s proposed increase is the lowest in the county, and the state average is 5%. Finance Director May gave a presentation in which he reviewed the budget and levy in detail, including funding sources, general fund, and capital improvement budgets. Mr. May pointed out that Rosemount is the only city in Dakota County that has a lower levy than it had eight years ago. Mayor Droste inquired about the water utility fund increase and whether these are attributed to fees, and would these fees increase with the installation of a water treatment plant. Mr. May stated that the city has been adjusting fees for the past five years with the intent to build the treatment facility, so there will not be a more than 4 or 5% increase. Mr. Johnson clarified that would be for the $12 - $13 million facility. Council member DeBettignies inquired about the year the treatment plant is planned. Mr. Johnson stated it is still planned for 2019, but there is interest in building it sooner. Mayor Droste open the public hearing at 7:32 p.m. Mr. James Ahern, asked about a statement he received, despite moving away from the property. Mr. May and Mayor Droste explained the process of what happens after the closing date of the property. Motion to close the public hearing at 7:36 p.m. Motion by Droste Second by DeBettignies. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. Council member Weisensel congratulated staff and Council on the results of the work on the budget. Mayor Droste also thanked staff. Motion to Adopt a Resolution Approving the 2016 General Fund Operating Budget, the 2016 Capital Improvement Program (CIP) Budgets, the 2016 Insurance Budget, the 2016 Port Authority Operating Levy and the 2016 Levy Required by the City of Rosemount. Motion by Weisensel. Second by Demuth. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. NEW BUSINESS ANNOUNCEMENTS ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS DECEMBER 1, 2015 Mayor Droste reviewed the calendar of events.
