ATTACHMENTS: None APPROVED BY: ddj RECOMMENDED ACTION: Motion to Approve the Labor Agreement for the LELS Local #2 Collective Bargaining Unit for the Years 2016 through 2017 and to Authorize the Necessary Signatures. ISSUE The City of Rosemount and LELS Local #2 (Police Officers) have negotiated in good-faith and have come to a tentative agreement. BACKGROUND As discussed at the December 7th City Council Work Session, negotiations with the Law Enforcement Labor Services, Local #2, have been completed for a 2016 through 2017 contract. The Collective Bargaining Unit and City have reached a tentative agreement on the following items: Duration 2 years (2016 & 2017) Wages 2.5% increase on January 1, 2016 2.5% increase on January 1, 2017 Court Time Change language: When an employee is notified of a cancellation of court appearance on or before the calendar day prior to the scheduled appearance, no court time shall be authorized. Same day cancellations shall entitle the employee to the minimum. When an employee is notified of a cancellation of a court appearance more than 24 hours prior to the scheduled appearance, no court time shall be authorized. Sick Leave Change language to establish a sick leave cap for new hires: Earned sick leave may be accumulated with no maximum accrual for employees hired prior to January 1, 2016. Employees hired after this date will have a maximum sick leave cap of 800 hours. Funeral Leave Clarify language to include step-child in family listing: … child/step-child… 2 Clothing Allowance: Increase by $10.00 in 2016 ($835/year) Increase by $15.00 in 2017 ($850/year) Health Care Savings Plan Clarify language: Upon retirement severance, all employees eligible for the severance pay as outlined in Article 28 and retirement pay in Article 29… Investigator/Liaison/Community Resource Officer/Drug Task Force Officer Clarify language to include Drug Task Force Officer (position receives the pay, has been inadvertently left off of list). Increase pay by $50 per month ($250/month) Field Training Office Pay Change language: Field Training Officer shall be paid for an additional two (2) hours hour at their current hourly rate per shift. Appendix B Eliminate Appendix B (Drug Testing Policy) and refer to existing personnel and departmental policies. SUMMARY LELS Local #2 has voted and approved these contract changes. It is requested that Council approve the labor agreement for the LELS Local #2 Collective Bargaining Unit for the years 2016 through 2017 and to authorize the necessary signatures.
