ATTACHMENTS: None APPROVED BY: ddj RECOMMENDED ACTION: Motion to Approve Wage Adjustments Increasing the Salary Ranges for Non-union Positions 2.5% Effective January 1, 2016 and a 2.5% Increase on January 1, 2017; Approve the Changes in the Sick Leave and Funeral Leave Policies; and Change the Method of Compensation for Firefighters effective January 1, 2016. ISSUE Approval of Non-Union Position Salary Ranges for 2016 with an increase of 2.5% effective January 1, 2016 and a 2.5% increase on January 1, 2017 and of the changes in the Sick Leave and Funeral Leave policies. Also, approval of the new method of compensation for Firefighters from a per call stipend to $10/per hour. BACKGROUND Regular, full-time employees with the City of Rosemount fall into one of five groups: LELS Union (police patrol), LELS Supervisory Union (police sergeants), Teamsters Union (public works), AFSCME Union (general services) or non-union employees (supervisory or confidential positions). The pay adjustments for the four collective bargaining units are negotiated. The City Council has approved the LELS contract in the last month. On this evening’s agenda, Council is being asked to approve the AFSCME contract as well. The proposed settlement provides for a 2.5% increase in wages on January 1, 2016 and a 2.5% increase on January 1, 2017. Change in Non-Union Employee Policy Language Staff proposes changing the language in the Sick Leave Policy and Funeral Leave Policy to align with the other bargaining group’s settlements. Historically, the City has attempted to keep the majority of personnel policies and contract language similar for consistency and administration of practices and policies. In addition, these employees work side-by-side with AFSCME union members and have the same basic work schedules, conditions, and benefits. Staff recommends that the following changes: Sick Leave: Change language to establish a sick leave cap for new hires: There will be no maximum accumulation for sick leave for employees hired prior to January 1, 2016. Employees hired after this date will have a maximum sick leave cap of 800 hours. Funeral Leave: Clarify language to include stepchildren in family listing:…child/step-child…. Change in Method of Compensation for Firefighters Firefighters have been paid on-call and have received $10/ per call in the past. As presented in the 2016 budget by the Fire Chief, it is now being requested to allow for an hourly rate of $10/per hour rather than the flat stipend effective January 1, 2016. SUMMARY Staff is requesting the Council make a motion to approve the above mentioned increase in wages for non-union employees, the above mentioned changes to the city policies language for non-union employees, and the change in the method of compensation for Firefighters.
