RECOMMENDED ACTION: Motion to approve the license for the firms listed in the
executive summary to haul solid waste in the City of Rosemount.
ISSUE
As required by Ordinance 5-1-5, solid waste haulers in Rosemount are required to obtain a license from
the City. The haulers listed below have submitted a 2016 Solid Waste Haulers License Application, have
provided all of the information required in the application, and have paid the $320.00 license fee.

All of the firms listed above have been licensed to operate in Rosemount for at least several years. In the
last year and a half we have received numerous complaints about Troje’s Trash Pick Up, Inc. Some of
these complaints concern customer relations and their business practices, things that we cannot control.
But many of the complaints involve missed collections, collections made outside of hours allowed by the
City Code, collections made on days not allowed by City Code, and trucks that leak refuse or liquids onto
the street surface during collection, all things that are violations of City Code. Staff has contacted Troje’s
several times in the last few months insisting that they comply with City Code requirements. Most recently,
on December 15 and 16, both Police Chief Mitch Scott and Parks Supervisor Tom Schuster spoke with
the owner and manager of Troje’s informing them that we will soon start issuing citations to any drivers
making collections in violation of our City Code. We were given verbal assurance that these issues would
be resolved quickly.

Staff informed Troje’s that we are offering them the opportunity to apply for relicensing this year but that
we are keeping record of complaints about their firm and will be issuing citations for code violations. We
also told the Troje’s management that if we continue to receive legitimate complaints that we will ask the
City Council to begin the process of conducting hearings to rescind their Waste Hauling License, as
described in the City Code. Staff informed them that if this happens Troje’s will no longer be able to
operate in Rosemount. Troje’s currently has over 870 residential customers in Rosemount so if their
license is rescinded, all of these customers will have to be given notice and time to make other waste
hauling arrangements.
In 2015 we recorded 16 complaints about Troje’s Trash Pick-Up. During the same time period, we only
received one complaint about any of the other 14 licensed firms.
SUMMARY
This is a request for Council to approve the Solid Waste Haulers License Application for the firms listed
above.
