ATTACHMENTS: Resolutions APPROVED BY: ddj RECOMMENDED ACTION: Motion to Approve the Two Resolutions Relating to Application for Redevelopment Incentive Grant Funding Through the Dakota County Community Development Agency SUMMARY Staff is proposing to apply for two grants through the Dakota County Community Development Agency Redevelopment Incentive Grant (RIG) program. The program allows cities to apply for one development grant and one planning grant. Staff is will be submitting a grant to aid in installation of the on-street diagonal parking along the eastside of Cameo Avenue, adjacent to The Rosemount. The concept was investigated when the redevelopment projects were discussed but funding was at issue. There is adequate right of way to install the parking but the curb line and sidewalk would need to be shifted east. The property owner is aware staff is submitting the grant application. The other application is for a planning grant to assist in updating of the 2004 Development Framework for Downtown Rosemount. Updating of the Study will result in a stand- alone document which will serve as a blueprint for development decisions in the Downtown. However, the exercise and Study will also be used as part of the City’s upcoming Comprehensive Plan update and portions would be included in the economic development section of the Update. RECOMMENDATION Motion to approve the two resolutions. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2016 - A RESOLUTION APPROVING THE SUBMITTAL OF AN APPLICATION TO UPDATE DOWNTOWN REDEVELOPMENT FRAMEWORK REDEVELOPMENT INCENTIVE PLANNING GRANT TO THE DAKOTA COUNTY COMMUNITY DEVELOPMENT AGENCY WHEREAS, the City of Rosemount has identified the need to update the Downtown Redevelopment Framework as a proposed project within the City that meets the Dakota County Community Development Agency (CDA) Redevelopment Incentive Grant program’s purposes and criteria; and WHEREAS, the City has an adopted Development Framework for Downtown Rosemount which was approved in 2004 that establishes goals and policies to encourage reinvestment in existing sustainable businesses and redevelopment of underutilized properties; and WHEREAS, the Framework is over ten years old and needs to be updated to reflect the current market and community needs; and WHEREAS, the City has the capability and capacity to ensure the proposed project be completed and administered within the Redevelopment Incentive Grant program guidelines; and WHEREAS, the City has the legal authority to apply for financial assistance; and WHEREAS, the City is supportive of affordable housing and of the CDA’s mission to improve the lives of Dakota County residents through affordable housing and community development. NOW THEREFORE BE IT RESOLVED that the City of Rosemount approves the application for funding from the Dakota County CDA Redevelopment Incentive Grant program. BE IT FURTHER RESOLVED that upon approval of its application by the Dakota County CDA, the City Administrator of the City of Rosemount, is hereby authorized to execute such agreements as are necessary to receive and use the funding for the proposed project.
