ISSUE In 2014, the City hired Buxton to assist in commercial attraction. Their product was a market analysis of specific retailers who would already have stores in communities similar to the demographic composition of Rosemount. These Pursuit Packages were given to the City with contact information of a business representative. The City has participated in two years of the 3 year contract. As the Port Authority may recall, the contract allows for cancellation before the anniversary date without penalty. Attached are the two lists of businesses the City received from Buxton as our match list. We have contacted every business on the list at least three times. We’ve tried multiple approaches, both email and calling directly. In many cases phone messages were left and the follow up was email. In other instances we have tried email first. In both years one of the issues is that these businesses operate through a franchise system. At this time we don’t know of residents looking for a franchise opportunity and that further inhibits the ability to attract small chain businesses into the community. The City hired Buxton after several years of minimal commercial growth and was looking for something to jump start our retail base. New retail has expanded in last year as shown by a reduction in the commercial vacancy rate and approvals for Anytime Fitness, Chipotle & Arby’s, and Culvers. Given that it is difficult to make a direct correlation to the new retailers and the Buxton program, staff is recommending to not renew the program for the third, final year. RECOMMENDATION Motion to opt-out of the contract for the final year and send a letter stating such.
