Works / City Engineer ATTACHMENTS: Water Efficiency Grant Program Award APPROVED BY: pw Letter and Draft Rebate Forms RECOMMENDED ACTION: Discussion BACKGROUND The City of Rosemount applied for and has been awarded a Water Efficiency Grant from the Metropolitan Council (MCES) in the amount of $9,000. These funds will be used to issue rebates to residential customers for the purchase and installation of WaterSense low-flow toilets, EnergyStar washing machines, and WaterSense irrigation controllers. Eighteen other metropolitan cities are participating in this grant program, which will continue through June, 2017. Staff is also preparing material to be advertised to the residents though the following methods:  City website (water conservation page, utility billing page)  Utility bill inserts (next mailing in late February)  City newsletter (next publication in March)  Information kiosk in City Hall lobby The MCES will be sending a formal program agreement to be executed by the City. Upon execution of the agreement, staff will begin advertising the program and tracking the rebate activity. Quarterly program updates will be provided to the Utility Commission. SUMMARY Staff is seeking comments and/or suggestions from the Utility Commission regarding the implementation and administration of this program. Rosemount, MN 55068 December 30, 2015 Dear Mr. Wrase: The Metropolitan Council is pleased to award your municipality the amount of$9,000.00 as part of our inaugural Water Efficiency Grant Program. The City of Rosemount is one of nineteen in the Twin Cities Metropolitan Area that applied for and was accepted into this grant program. We are pleased to report that all of the available grant funds have been awarded. Below are some critical points to remember: • New construction and new developments are not eligible • Funds are for rebates or grants only; consulting and city staff time are ineligible • Grant recipients must display the Clean Water, Land and Legacy Amendment logo and the Metropolitan Council logo on all documents which are intended for public use The Legacy Logo is available here: http.//www.leqacy.lep.mn/leqacy-lopo/leqacy-loqo-download Also, the following information must be reported on a quarterly basis, on forms provided by the Metropolitan Council: • Number, type and amount of rebates or grants provided to property owners, along with each property address • Estimated annual gallons of water saved per installation • Municipality matching funds disbursed and encumbered for disbursement • Number of unmet funding requests from property owners • Electronically scanned copies of receipts to verify the cost of eligible devices being reported Reporting forms can be downloaded from our website: http://www.metrocouncil.orq/Wastewater- Water/Fundinq-Finance/Available-Fundinq-Grants.aspx _ Early in 2016 an official legal agreement will be mailed to you for your signature.
