RECOMMENDED ACTION: Motion to Adopt a Resolution Authorizing Offers of
Compensation, Safe Routes to School (SRTS) Improvements at Shannon Park Elementary
and 144th Street West, ENG 180
BACKGROUND
At the October 20, 2015 regular City Council Meeting, the Council authorized Scope of Services, and at
the December 15, 2015 regular City Council Meeting, the Council authorized an Amendment of Scope of
Services for the Safe Route to School projects (Shannon Park Elementary and 144th Street West). In order
to install and maintain the project improvements, it is necessary to acquire certain permanent easements
and certain temporary construction easements.
The City has engaged independent real estate appraisers to provide the City with the appraisers’ opinions
of damages caused by the City’s acquisition of the easements for Project ENG 180. Pursuant to statute,
the City is required to make offers of compensation for these easements consistent with the appraisers’
independent opinions of damages incurred as a result of the acquisitions.
Copies of the Minimum Damage Acquisition Reports and Appraisal Reports are on file and available in
the Engineering Department.
SUMMARY
Staff recommends Council adoption of the attached resolution authorizing offers of compensation for
Safe Routes to School, Project ENG 180.

RESOLUTION AUTHORIZING THE PRESENTATION OF OFFERS TO PROPERTY
OWNERS AND TO ACQUIRE THE PROPERTY AREAS NEEDED BY NEGOTIATION FOR
THE CITY OF ROSEMOUNT SAFE ROUTES TO SCHOOL PROJECT
ENGINEERING PROJECT 0180
WHEREAS, the City of Rosemount (the City) has initiated the Safe Routes to School Project along
144th Street West (the Project), to construct a sidewalk, and appurtenant work; and
WHEREAS, the construction schedule for the Project contemplates that the Project will start
during 2016; and
WHEREAS, it is necessary that the City obtain title and possession, by negotiation, to the
necessary easements for the Project before construction may begin; and
WHEREAS, the City should commence negotiation in good faith immediately in order to facilitate
the acquisition by negotiation and to allow the timely acquisition of the necessary easements for the Project;
and
WHEREAS, market value appraisals and minimum damage acquisition reports of the easements
required for the Project have been commissioned by the City and completed by Kelly Lindstrom and WSB
& Associates (the Firms); and
WHEREAS, the City wishes to make offers to property owners based on the completed market
value appraisals and minimum damage acquisition reports completed by the Firms and Exhibit A attached
sets forth the market value in the appraisals and minimum damage acquisition reports completed for the
easement interest required for the Project;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rosemount that
the presentation of offers for the easement interests required for the Project in the amount of the appraised
market value set forth on attached Exhibit A are hereby authorized.
BE IT FURTHER RESOLVED that the City Council hereby directs that a copy of the
completed market value appraisal or minimum damage acquisition report for the easement(s) on each
property be provided to the respective property owner with the presentation of offer.

City of Rosemount Safe Routes to School Project

Kelly Lindstrom completed the appraisals and WSB & Associates completed the minimum damage
acquisition reports for the Safe Routes to School Project. The appraisal reports were done in compliance
with the MnDOT State Aid Manual and Uniform Standards of Professional Appraisal Practice (USPAP)
regulations. The minimum damage acquisition reports were prepared in compliance with the MnDOT
State Aid Manual.
