RECOMMENDED ACTION: Discussion regarding the Dakota County project to
reconstruct the interchange at TH 52 and CSAH 42
BACKGROUND
In April of 2015, the City of Rosemount entered into a Joint Powers Agreement with Dakota County for
the reconstruction of the interchange at TH 52 and CSAH 42, including the expansion of CSAH 42 to a 4-
lane highway, replacement of two bridges on TH 52, and the reconstruction of the ramps. Rosemount
will be a cost sharing participant in the project according to the established Dakota County cost sharing
arrangement. Rosemount contributions to the project have been included in the City of Rosemount’s 10-
year Capital Improvement Program.
The project has been awarded $10,205,000 in Federal Funding and recently awarded a MnDOT
Transportation and Economic Development (TED) Grant in the amount of $3,100,000. Rosemount and
County staff have agreed that the TED funds will be utilized to extend the project east to the location of a
proposed company intending to locate east of the TH52/CSAH42 interchange. This is approximately
one-half of a mile east of the originally intended terminus of the project. It is estimated that this extension
will require approximately $1.1 million in additional funding bringing the total project cost to
approximately $19.1 million. Allocation of the $1.1 million to the County Road 42 extension leaves
approximately $2 million in TED Grant funds that will be utilized to reduce the City and County
contributions to the project. Assuming an equal distribution of the grant funds to each party, Dakota
County will fund $3.275 million and Rosemount $2.5 million of the 42/52 project costs.
Design of the 42/52 project has been ongoing for the last several months. A topic of discussion recently
has been the method of traffic routing during the construction of the project. Routing Option 1 would
keep two-way traffic on both 42 and 52 during construction, using cross overs and lane reductions on
TH52 and a single lane in each direction on CSAH42. This option would take more time for total
construction and would require two construction seasons to complete the project. One bridge would be
built the first construction season, a return to full operations during the winter months and then similar
lane reductions the following construction season while the second bridge is rebuilt.. Option 2 would
allow both bridges to be constructed in one season by routing the TH52 traffic along the entrance/exit
ramps and completely closing off CSAH42 within the TH52 corridor. The CSAH42 traffic would be
required to detour to TH52 in order to circumvent the construction area. This may require detouring as
far south as CSAH46 for eastbound 42 traffic and as far north as 117th Street for westbound 42 traffic.

Dakota County’s engineering consultant has examined the cost of the two routing options. They have
determined that Option 2 would result in a savings of approximately $800,000 as compared to the two
season Option 1 project. Additionally, the staging options have been presented to the residents and
businesses adjacent to the project area at a meeting held on December 15, 2015. The consensus was that
the project area residents supported Option 2, allowing the project to be completed in one season and
thereby reducing the time of impact. With the significant cost savings of the single season staging option
and the level of approval gained at the December 15 meeting, Dakota County is planning to continue the
development of the project plans to incorporate the design features necessary for the single season Option
2 staging method.
Prior to the ordering of the project by Dakota County, the County will seek municipal consent of the
project and the design features. Dakota County staff is tentatively planning to have the Rosemount City
Council consider a resolution of municipal consent for a March regular meeting of the Council.
SUMMARY
The TH52 and CSAH 42 project has received Grant Funding that will enable the project to be extended
east to the access point of a planned industrial development and will reduce the expenditures of other City
and County funds. The staging plan for the project will include a full closure of CSAH 42 at the
interchange in order to allow for the project to be constructed in a single construction season. Dakota
County will be requesting a resolution of municipal consent at a March meeting of the Rosemount City
Council in order to proceed with final design and bidding of the project. A representative from Dakota
County will be in attendance at the Work Session to offer more information and answer questions about
the project.

RECONSTRUCTING CSAH 42 TO A FOUR-LANE DIVIDED COMBINATION URBAN/RURAL ROADWAY SECTION FROM APPROXIMATELY
INCLUDE THE STAGED RECONSTRUCTION OF THE EXISTING SERVICE INTERCHANGE (FULL DIAMOND). THIS PROJECT INCLUDES

A FUTURE PROPOSED SECOND PHASE OF THE PROJECT WOULD UPGRADE THE SERVICE (DIAMOND) INTERCHANGE WITH A SYSTEM
INTERCHANGE DESIGN HAD BOTH AN APPROVED ENVIRONMENTAL ASSESSMENT (EA) AND GEOMETRIC LAYOUT.
A FOUR-LANE DIVIDED COMBINATION URBAN/RURAL ROADWAY SECTION WITH PROTECTED TURN LANES. THE CLOVERLEAF
TWO TH 52 MAINLINE BRIDGES OVER CSAH 42, NEW FREEWAY ACCESS RAMPS, AND RECONSTRUCTING A PORTION OF CSAH 42 TO
BY THE INTERCHANGE REVIEW COMMITTEE RECOMMENDED A CLOVERLEAF INTERCHANGE WHICH INCLUDES RECONSTRUCTING
THE HIGHWAY 52/42 INTERCHANGE ENVIRONMENTAL ASSESSMENT (STUDY REPORT, FEBRUARY 2004) AND SUBSEQUENT REVIEW
SAFETY, RELIABILITY, AND CONTINUITY FOR THE EAST-WEST THROUGH TRAFFIC.
TO ACCOMMODATE PROJECTED TRAFFIC VOLUMES AT THE INTERCHANGE. THESE IMPROVEMENTS WILL INCREASE THE
LIMITED SIGHT DISTANCE AT THE INTERSECTIONS, CREATING SAFETY AND CAPACITY CONCERNS THAT REQUIRE CORRECTION
UNDERPASS AT THE INTERCHANGE IS LIMITED TO ONE LANE WITH LIMITED TURN LANE SPACE IN EACH DIRECTION AND
SECTION OF TH 55 AND CSAH 42 BE UPGRADED TO A FOUR LANE CONTINUOUS EAST-WEST FACILITY. THE EXISTING
