ISSUE
Two Police Department patrol vehicles are scheduled for replacement in 2016. Each vehicle being
replaced is beyond its service period.
Two replacement vehicles were proposed in the 2016 10-year Capital Improvement Plan (CIP) Working
Program approved by City Council in 2015. The Police Department intends to purchase two Ford Police
Interceptor Utilities from Nelson Auto Center, Fergus Falls, Minnesota. Nelson Auto Center is one of the
authorized dealers for police squads through the Minnesota Cooperative Purchasing Venture (CPV)
program.
The two vehicles scheduled to be replaced are the following:
2010 Ford Crown Vic it currently has 83,690 miles. It is estimated to have over 100,000 miles
before it can be replaced.
2013 Ford Explorer it currently has 71,480 miles. It is estimated to have over 95,000 miles before it
can be replaced.
A description of the two replacement vehicles is provided below:
2 – 2016 Ford Police Interceptor 4-door Police Utility (black) $55,545.90
Staff is also requesting the Council allow the Police Department to donate the 2010 Ford Crown Vic to
Dakota County Technical College (DCTC) Continued Education Law Enforcement Program. DCTC is in
desperate need of old policing vehicles for training; however they are aware of the financial value vehicles
may have for municipalities. DCTC has offered in lieu of the City selling the vehicle, the City donate the
vehicle to DCTC. DCTC would in turn allow 11 Officers to attend driving training at no cost. The cost
of the free training would be estimated at $4,125.00. This is training mandated by P.O.S.T.
Ford Crown Victoria vehicles have continued to drop in value and our last vehicle sold for under
$2,300.00. The donation of the vehicle would net the City in $1,825.00 in savings. DCTC is fully aware
that the vehicle will not be ready for donation until November or December 2016.

The 2013 Ford Explorer will be sold utilizing Cranky Ape auction service.
