ATTACHMENTS: Overall Condition Index (OCI) Map; Pavement Management Project Areas APPROVED BY: ddj RECOMMENDED ACTION: Discussion BACKGROUND In 2003, the city initiated the development of a Pavement Management Program (PMP) with the purpose to manage and extend the pavement life of city streets, thereby enhancing performance on a system-wide basis in a cost-effective and efficient manner. The goal of the pavement management program is to provide the city with an effective tool to monitor and maintain city streets at a pre-determined level. As a tool, the pavement management program helps to predict the necessary funding levels and timing for the investment of resources to maximize the pavement lifecycle. Prior to the development of pavement management programs, many community approaches to the maintenance of the street system were limited to crack sealing, seal coating, and localized patching as determined necessary. With these practices, communities may experience a pavement life of 20 to 30 years. The current pavement management model estimates a roadway design life of 50 to 60 years. The model is based on properly timed preventative maintenance activities and preservation projects. In 2010, the City began focusing on roadways that were at the right condition and age for a mill and overlay project. Since 2010, the City has completed a mill and overlay project each year other than 2015. CURRENT ROADWAY NETWORK The table below shows a history of the Overall Condition Index (OCI) value over the last several years compared to the Council goals. * Weighted Average of Collector and Local Roadways i:\city clerk\agenda items\approved items\2.d. pavement management program.docx 2 The OCI value for collector roadways is below the goal of 75. One main reason is that 140th Street and Pine Bend Trail are both in very poor condition and they are lowering the OCI average. The OCI value for local roadways is above the goal of 60. This value has remained higher than the goal due to the amount of new development, constructing new streets over the last 15 years. Below is a table showing the age of the Rosemount roadway system. The scheduling of proactive maintenance of roadways is closely related to the age of the roadway. Roadways should be overlayed prior to reaching an OCI of 35 in order for a suitable lifespan to result from the Mill and Overlay (M&O) maintenance effort. Pavements with an OCI of less than 35 have a base and pavement section that has structural failure. Pavements that are overlayed with an OCI of less than 35 are not likely to achieve a life of 20 years due to the structural failure. Programming M&O activities prior to deterioration to a level below OCI 35 is critical to the financial planning of the PMP. i:\city clerk\agenda items\approved items\2.d. pavement management program.docx 3 Missing the opportunity to carry out a M&O at or near the critical threshold will require the deteriorated pavement be fully reconstructed much sooner than anticipated if the proactive PMP is followed. For the year 2016, a M&O project is estimated to cost approximately $275,000 per mile as compared to $750,000 per mile for a reconstruction project. Engineering staff has carried out lifecycle expenditure analysis of multiple pavement management strategies. The analysis indicates the proactive PMP results in a lifetime cost per square foot of approximately 51% of the option of fully deteriorating a pavement to an OCI of zero (0) and then reconstructing. An example of this can be seen in the Danbury Way project scheduled for reconstruction in 2016. This pavement has had little proactive maintenance carried out over its lifetime of 38 years, having been originally constructed in 1978. With the OCI of Danbury Way which has been at a level of 0 since 2013, the only option is to completely reconstruct the segment. The most recent estimated cost of the pavement improvements for this roadway length of 6270 feet or 1.19 miles is $1,030,000. Had Danbury followed the proactive PMP, we would be expecting to conduct the second M&O within the next 5 years and with that application would have expended a total of $655,000 for both the first and second M&O. Engineering Department staff has prepared a long term PMP Model in order to fully plan, program and optimize the Rosemount Pavement Management system. The Rosemount PMP consists of M&O activities at years 23 and 41 after the initial year of construction with a complete reconstruction occurring in year 60. Seal Coating applied 3 years after the initial construction and 3 years after each overlay helps to slow the pavement deterioration and extend the time between M&O activities. The PMP model includes assumptions for growth of 1 mile per year for local streets and 0.5 miles per year of Municipal State Aid (MSA) collector streets, consistent with growth in recent years. The PMP has grouped pavements by the roadway functions consisting of Local, Rural and MSA roadways. Pavement Management Project Areas have also been developed based on the location, age, and OCI rating of adjacent streets. These Pavement Management Project Areas will develop an economy of scale for future pavement management projects and will minimize the disruption to residents as compared to stand alone individual street segment improvement projects. Additionally, the development of Pavement Management Project Areas allows staff to manage a reasonable number of capital projects, approximately 100 groups vs. over 500 individual street segments. The model utilizes street lengths of the Pavement Management Project Areas, current and projected construction costs, pavement deterioration modeling, and estimates of assessment revenues to optimize the year of maintenance for every street within the city and develops future financial needs for the PMP on an annual basis out through 35 years. The model will be updated annually and used to program and plan for future pavement management projects. A Pavement Condition Index Map and Pavement Management Project Area Map are attached detailing the current condition of each city street. The areas of concern with the recommended project year are as follows: • Several Local roadway Pavement Management Project Areas are nearing or are at the conditions for a M&O and will require a project within the next 5 years: o Shannon Hills B -2017 o Motz - 2018 o Biscayne Point A -2018 o O’Leary’s Hills A - 2019 o O’Leary’s Hills B - 2019 o Carrolton C - 2019 o West Ridge A - 2020 o West Ridge C - 2021 o Shannon Pond - 2021 i:\city clerk\agenda items\approved items\2.d. pavement management program.docx 4 • Several MSA roadway Pavement Management Project Areas are nearing or are at the conditions for a M&O and will require a project within the next 5 years: o Shannon Parkway A – 2017 (Reconstruction)  CSAH 42 to CSAH 46 o Biscayne Avenue C – 2018  Connemara Trail to 145th Street o 145th Street C – 2019  TH 3 to CSAH 42 o Chippendale Avenue A – 2020  CSAH 42 to CSAH 46 o Dodd Boulevard – 2021  Shannon Parkway to Chippendale Avenue o Biscayne Avenue B – 2021  145th Street to CSAH 42 • Several Rural Residential Pavement Management Project Areas are in poor condition, suffering from deferred maintenance and will require complete reconstruction as funding allows: o Danbury Way –2016 o Rosemount Hills B - 2018 o Jay Simons - 2018 o Deepwoods - 2019 o White Lake Acres - 2019 o Pine Bend Trail - 2020 o Clark Road - 2020 • Two rural MSA collector roadways are in very poor condition from the deferral of maintenance and should be reconstructed as funding allows: o 140th Street West of US52 - 2021 o 140th Street East of US52 - 2022 PAVEMENT MANAGEMENT PROGRAM FUNDING The current annual pavement management tax levy is $780,000 for 2016. Future pavement management planning has been anticipated to increase by the sum of inflation plus growth, currently about 3% annually. Pavement Management Funding Option 1, a 3% annual increase in funding (the status quo), would be nearly sufficient to cover the important M&O projects required out through 2021. However, starting in 2022, it is projected that an annual deficit of nearly $300,000 will result and will increase dramatically in the following years. This is due to the fact that there are a large number of project areas due for M&O projects starting in 2021 and continuing thereafter. These project areas were constructed during the period of heavy development that occurred in Rosemount in the 1990’s to 2000’s. The current level of funding, anticipating 3% annual increases, does not address the deferred maintenance areas in the Rural Residential Areas and the 140th Street East and West MSA collector. This option will lead to additional backlog of deferred maintenance areas requiring expensive reconstruction projects as the required M&O efforts cannot be completed to maintain a minimum OCI of 35. In order to conduct the minimum recommended M&O projects, a 5.7% increase (or an increase of 2.7% in real dollars) in the pavement management program is necessary starting in 2017. Funding Option 2 is to fully fund the proactive PMP M&O projects and to develop funding for the deferred maintenance Rural Residential areas, delaying the programming of the 140th Street East and West MSA segments and Rural Industrial segments of Pine Bend Trail and Clark Road reconstruction projects until an alternative future source of funding is identified. The alternative future source may come from developer fees collected from increased development adjacent to these roadways, direct assessments to adjacent property owners or in the case of 140th Street East and West, from the future availability of MSA i:\city clerk\agenda items\approved items\2.d. pavement management program.docx 5 Funds. MSA Funds are presently designated for contribution to County and MnDOT related projects and the extension of new Rosemount MSA collectors out through the year 2022. With the removal of these sections from project planning, a funding increase of 6.2% (or an increase of 3.2% in real dollars) is necessary to fully fund the proactive PMP and the deferred maintenance Rural Residential areas. Bond sales will be necessary to fully fund the project spikes in certain years with the first bond sale anticipated to be required in 2021. Funding Option 3 is necessary in order to fully fund the proactive PMP and to develop funding for the all of the deferred maintenance Rural Residential, Rural Industrial and 140th Street East and West MSA areas. Option 3 increases the annual pavement management program funding by 6.5% (or an increase of 3.5% in real dollars) starting with 2017. It will be necessary to utilize bond sales in order to keep the project areas scheduled as necessary to avoid dropping below the critical condition level. The PMP Model indicates that to avoid falling into a deficit exceeding $800,000 in 2021, it will be necessary to sell bonds in 2021 to cover the necessary project expenses. STATE AID FUNDING State Aid funding is also used as a partial funding source for improvement projects on MSA collector roadways. Unfortunately Rosemount’s State Aid Funds are fully programmed and will in fact require an advance in distribution from MnDOT for the next several years. The City may advance these projects, up to $4,000,000, from the State Aid account without interest, if state funds are available. The planned utilization of MSA funding out to year 2022 is contained in the table below. Historically, Rosemount’s State Aid funds have been used for the expansion of the city’s collector roadway network. It is not recommended that all State Aid funds be dedicated for the maintenance and reconstruction of existing MSA roadways at this time. Similar to other fully developed metro area cities, when Rosemount has fully developed and the MSA collector system fully built out, MSA funds can be redirected for the maintenance and reconstruction of eligible MSA segments on a regular basis. However, several MSA segments are approaching the critical OCI rating of 35 and it is important that the M&O projects be carried out. There are also other segments, Shannon Parkway and the previously mentioned 140th Street East and West segments that are no longer suitable candidates for M&O projects and must be reconstructed. While it is an option to wait on the 140th street segments, due to the relatively low traffic, as indicated in the preceding table, it will be at least 2021 until a project availability opening is available and when it does, the Rosemount MSA balance will remain at a negative level. BUDGET OPTIONS AND CONSIDERATIONS The current funding level of funding, Option 1, leads to a gradual decline in the overall network street ratings and the accumulation of a deferred maintenance backlog of projects that will require expensive reconstruction. The current funding is not adequate to cash flow the large number of overlay projects that are recommended between 2018 and 2031. In the future, the cost to bring these deferred maintenance areas back to an acceptable condition will greatly exceed the cost of proactively maintaining the pavement i:\city clerk\agenda items\approved items\2.d. pavement management program.docx 6 system. For this reason, Option 1 is not recommended for implementation. Funding Option 2 fully funds the proactive PMP M&O projects and develops a schedule and the development of funding to reconstruct the heavily deteriorated Rural Residential neighborhoods. However, this funding strategy does nothing to address the dilapidated condition of the 140th St East and West segments, Pine Bend Trail, or Clark Road. The condition of these roadways presents a potential unplanned maintenance financial obligation for the Rosemount Public Works Department street maintenance budget. The OCI of these segments being considered for delay are all less than 25 and in some case less than 10. These roadways carry low traffic counts but a large proportion of heavy vehicles due to their use by adjacent industrial facilities. If the condition of these roadways is not addressed soon, the roadways could disintegrate quickly, especially if heavy truck traffic volumes were to increase. This situation would require extensive utilization of city crews and pavement maintenance budgets and possibly emergency reconstruction projects Funding Option 3 fully funds the proactive PMP M&O projects and develops a schedule to reconstruct the heavily deteriorated Rural Residential neighborhoods as well as the MSA and Rural Industrial deferred maintenance areas. This option will insure that the proactive PMP is implemented, thereby minimizing the lifecycle costs of the Rosemount pavement system. This option also funds the reconstruction of all deferred maintenance areas of the city by the year 2022. Should additional funding be identified to help fund the MSA segments or Rural Collectors, the annual rate of increase for the pavement management program can be adjusted downward to account for this contribution. 10-YEAR CAPITAL IMPROVEMENT PLAN (CIP) The Engineering Department is recommending Funding Option 3, a 6.5% annual increase in Pavement Management funding beginning in 2017 and continuing thereafter. Option 3 allows for full implementation of the proactive Pavement Management Program and addresses the city’s deferred maintenance roadways within 8 years. The recommended 5-year CIP identifies roadways that are either at the correct timing for a M&O project or to be scheduled for a reconstruction project. As an alternative, Option 2, a 6.2% annual increase, could be selected if it is desired to develop alternative funding for the Rural MSA and Rural Industrial roadways. This may allow for better coordination with future development efforts. However, this option involves the risk of complete failure of these roadway sections and the related unplanned financial obligations. In the year 2015, as an option to seal coating, microsurfacing was utilized in some areas of the city. The microsurfacing option is less disruptive because the process does not utilize small aggregate particles. These aggregate particles are the source of resident complaints regarding the seal coating process. Industry pavement experts assert that the pavement preservation benefits are equal between seal coating and microsurfacing. This cost of microsurfacing exceeds the cost of seal coating by a factor of 4 with 2015 pricing at $4.41 per square yard of microsurfacing vs. $1.09 per square yard of seal coating. In order to fully replace seal coating with the micro surfacing option, the Option 3 funding plan would need to increase from 6.6% to 7.2% annually. CONCLUSION Engineering Department Staff is recommending Funding Option 3, an annual rate of increase to the Pavement Management Program funding of 6.5% (or an increase of 3.5% in real dollars) annually. This is 3.5% greater than the currently planned 3.0% annual increase. The increase in funding will allow for full implementation of the proactive Pavement Management Program Mill and Overlay projects thereby minimizing the lifecycle costs of the city pavement system. Additionally, the increased level of funding allows for the reconstruction of 10.3 miles of deferred maintenance roadway segments whose dilapidated condition presents a potential unplanned funding obligation should the deferral be allowed to continue. An acceptable alternative is to select Funding Option 2 for implementation, delaying the improvement of Rural MSA and Industrial pavements until an alternative funding source is identified.
