Mayor Droste called the meeting to order with Council Members DeBettignies, Nelson, Weisensel and Demuth attending. Staff present included the following; o City Administrator Johnson o Chief of Police Scott o Director of Public Works/City Engineer Wrase o City Clerk Hadler o Parks & Recreation Director Schultz The Pledge of Allegiance was said. ADDITIONS OR CORRECTIONS TO AGENDA City Administrator Johnson stated there were no changes to the agenda. Motion by DeBettignies. Second by Demuth. Motion to Adopt the Agenda. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS PUBLIC COMMENT CONSENT AGENDA Motion by DeBettignies. Second by Demuth. Motion to Approve the Consent Agenda with the removal of items 6.d. and 6.e. a.Minutes of the January 11, 2016 Work Session Proceedings b. Minutes of the January 19, 2016 Regular Meeting Proceedings c.Bills Listing d.Designation of Polling Locations for 2016 Elections e.Egg Hunt-Sunny Bunny f.Driving Diversion Service Program Agreement g.Approve Emergency Operations Plan h. Authorize Offers of Compensation - Safe Routes to School i.Amendment to Joint Powers Agreement with Vermillion River Watershed j.New Task Forces Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: None. Motion carried. 6.a. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 1ST, 2016 6.d. Designation of Polling Locations for 2016 Elections Mayor Droste requested the item be pulled from consent to discuss the changes to polling locations. City Clerk Hadler outlined the two changes; Precinct 4 polling will be moved back to the Steeple Center and Precinct 3 polling will be moved from Shannon Park Elementary to First Baptist Church on Diamond Path. Motion by DeBettignies. Second by Nelson. Motion to approve resolution designating the seven polling places for the 2016 elections. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: None. Motion carried. 6.e. Egg Hunt-Sunny Bunny Council member Nelson requested the item be pulled from consent and thanked the Lions Club for their donation and invited persons in the community to participate with the Lions. Motion by Nelson. Second by Demuth. Motion to approve the donation expenditure of $732.86 for the Spring Egg Hunt as detailed on the attached donation revenue worksheet. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: None. Motion carried. PUBLIC HEARING 7.a. Starbucks Liquor License Application City Clerk Hadler gave a summary of the liquor license application submitted by Coffee House Holdings dba Starbucks #9652, at 14903 S. Robert Trail. They have applied for an On-sale 3.2 percent Malt Liquor License and an On-sale Wine License including strong beer. The store will soon be remodeled and they will be expanding their hot food menu. Mayor Droste invited Joe Wagner, District Manager, to speak to their changes. Mr. Wagner gave an overview of the changes to the restaurant. Mayor Droste opened the public hearing at 7:13 pm. Motion by Droste. Second by DeBettignies. Motion to close the public hearing. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 1ST, 2016 Hearing closed at 7:14 pm. Council member Weisensel thanked the business for investing in Rosemount and wished them well. Council member DeBettignies inquired how many other Starbucks are adding liquor and menu items. Mr. Wagner stated there were not yet any in Minnesota, so Rosemount will be one of the first. Motion by Nelson. Second by Weisensel. Motion to approve Ordinance 2016-01 Relating to Liquor Licenses; amending Title 3, Chapter 1 of the Rosemount City Code. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. Motion by Nelson. Second by Weisensel. Motion to adopt Resolution approving the On-Sale 3.2 Percent Malt Liquor License and an On-Sale Wine License including strong beer for Coffee House Holdings dba Starbucks #9652, the premise of which is located at 14903 S. Robert Trail subject to conditions. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. OLD BUSINESS NEW BUSINESS 9.a. Council Goals for 2016 City Administrator Johnson gave an overview of the Council Goals, which were developed during the Goal Setting Session in January. Mr. Johnson noted the goal of potentially having a referendum in the spring or early summer to fund recreation facilities. Other goals include adding a dog park, engagement through new task forces, expanding stakeholder partnerships, support for indoor gym space, and water reuse and conservation efforts. Council member DeBettignies noted a television news spot regarding the bond referendum. Council member Weisensel spoke to the opportunity to volunteer on city commissions, including the two new task forces and invited people to apply. Mr. Johnson stated that the application process for all open commission openings starts this week. Council member Nelson stated that Rosemount was voted by Money Magazine as one of the best places to live. He noted city facilities as good opportunities to keep kids busy. Motion by DeBettignies. Second by Nelson. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 1ST, 2016 Motion to Adopt Council Goals for 2016-2017. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. 9.b. Water Efficiency Grant Program Director of Public Works Wrase provided the background on the grant program. The city was awarded a grant of $9000 and will be utilized in a rebate program for water efficiency efforts. The grant can be utilized on improvements, not new construction. Staff estimates a savings of up to 500,000 gallons of water. Mayor Droste inquired if this program is first come-first serve. Mr. Wrase stated that it is and that after the $9000 grant and $3000 local funding runs out, Council will need to determine if they will continue the program. Council member DeBettignies inquired about the water savings and how that will be calculated. He speculated that toilets would be the highest utilized rebate. Mr. Wrase stated it was difficult to estimate, and staff would know more next year. Council member Nelson noted that aerators and shower heads were left off of the list. He inquired how housing associations would be notified of the program. Mr. Wrase stated that the information would be on the city website and would be going in a newsletter. Council member Weisensel asked how a resident can participate. Mr. Wrase stated the final forms are not quite ready. The program will most likely roll out in March. Council member Weisensel asked if the information would state what brands people could buy to qualify. Mr. Wrase stated not the brands, but the certifications that are needed. Mayor Droste discussed the metropolitan consumption of water and the implications on the future needs of residents areawide. Council member Demuth stated the City sees water use increase three-fold in the summer due to irrigation and lawn watering. Council member Weisensel inquired about some of the provisions of the agreement and whether the homeowner could install the washer themselves. Mr. Wrase stated the rebate was for the equipment itself, so the homeowner could install it themselves. Motion by Demuth. Second by DeBettignies. Motion Authorizing the Execution of a Clean Water Fund Grant Agreement between the Metropolitan Council and the City of Rosemount for the Rosemount Water Efficiency Rebate Program Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 1ST, 2016 ANNOUNCEMENTS Mayor Droste reviewed the calendar of events. The next City Council work session will be held on Monday, February 8, 2016, at 6:30 p.m. There will be a joint City Council and Planning Commission meeting on February 9, 2016. The next City Council meeting will be Tuesday, February 16, at 7 pm.
