RECOMMENDED ACTION: Motion to approve the attached resolution appointing deputy
city clerks for the purposes of serving on the absentee ballot board and administering 2016
elections.
SUMMARY
Members of the Absentee Ballot Board are authorized to receive, examine, validate, and count absentee
ballots. Two board members work together on the preliminary accepting and rejecting of absentee ballots.
Minnesota Statute 203B.121 allows for deputy city clerks to be members of the Absentee Ballot Board if
they have had training in processing and counting of absentee ballots. In anticipation of high numbers of
absentee ballots due to the 2014 election law change that allows for “no excuse” absentee voting, staff
recommends the following city employees and/or positions be appointed deputy city clerks for the
duration of the election season;
• Jennie Loeffler, Payroll Clerk
• Michelle Rambo, Finance Clerk
• Amy Roudebush, Planning Secretary
• Karin Kladar, Public Works Secretary
• Stacy Bodsberg, Building Secretary
• Sharon Nelson, Building Secretary
• Temporary Elections Clerk(s)
RECOMMENDATION
Motion to approve the attached resolution appointing deputy city clerks for the purposes of serving on the
absentee ballot board and administering 2016 elections.
CITY OF ROSEMOUNT
DAKOTA COUNTY, MINNESOTA
RESOLUTION 2016 -
A RESOLUTION APPOINTING DEPUTY CITY CLERKS FOR THE PURPOSE OF
ADMINISTERING ELECTIONS
WHERAS, Minn. Stat. 203B.05 allows counties to designate municipalities to administer
absentee balloting; and
WHEREAS, Dakota County has designated the City of Rosemount to administer absentee
ballots for Rosemount voters; and
WHEREAS, Minnesota Statute 203B.121 requires the governing body of each municipality
with responsibility to accept and reject absentee ballots to establish a ballot board.
WHEREAS, Minnesota Statute 203B.121 allows for deputy city clerks trained in the processing
and counting of absentee ballots to serve on the absentee ballot board.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Rosemount,
Minnesota, that
a.) The appointment of the following people and/or positions to deputy city clerk is
approved;
• Jennie Loeffler, Payroll Clerk
• Michelle Rambo, Finance Clerk
• Amy Roudebush, Planning Secretary
• Karin Kladar, Public Works Secretary
• Stacy Bodsberg, Building Secretary
• Sharon Nelson, Building Secretary
• Temporary Elections Clerk(s)
b.) Said deputy city clerks are hereby appointed to the absentee ballot board, and
c.) These appointments shall expire on November 10, 2016.
