RECOMMENDED ACTION: Motion to Approve Resolution Amending the 2016 Schedule
of Rates and Fees
SUMMARY
In anticipation of the solar farm that will be constructed in the community, Building staff reviewed the
current fee schedule and found it lacking for solar farms. The current fees would be based upon the value of
the solar array along with the structure. This would be much more expensive than intended. The amendment
would calculate the cost of the permit based upon the structure alone. We have provided this information to
Geronimo who has indicated this proposal is consistent with what they are experiencing elsewhere. Staff
believes this is a reasonable approach to the new technology.
RECOMMENDATION
Motion to approve the resolution.

RESOLUTION 2016 -
A RESOLUTION AMENDING THE
2016 SCHEDULE OF RATES AND FEES AND SETTING FEES FOR
PHOTOVOLTAIC SOLAR SYSTEM AND OTHER SOLAR ENERGY
SYSTEMS
WHEREAS, the City Council has reviewed the 2016 Schedule of Fees and Rates and recognizes the
need to amend certain rates and fees for 2016; and
WHEREAS, the City Council finds it necessary to charge appropriate fees relating to the review and
permitting of solar energy systems that may be installed in the community.
THEREFORE, BE IT RESOLVED by the City Council of the City of Rosemount, that it adopts
the following fees:
Photovoltaic Solar System License $70.00 State Surcharge.
Per Exhibit A plus .0005
valuation surcharge.
Minimum fee $84.00 plus
.0005 valuation surcharge.
Note: valuation of all non-
energy producing equipment,
infrastructure and labor.
ADOPTED this 15th day of March, 2016 by the City Council of the City of Rosemount.
