ATTACHMENTS: Recommended Quote APPROVED BY: ddj RECOMMENDED ACTION: Motion to Authorize the Purchase of an Irrigation Master Control System ISSUE Staff is seeking Council authorization to purchase an irrigation master control system as discussed at the March 9, 2016 City Council Work Session. $75,000 is currently budgeted in the 2016 Equipment CIP for this item. Two quotes were acquired for this item; the recommended quote is denoted in bold and is attached for your review. Irrigation Controller MTI Distributing $51,968.57 Irrigation Controller Central Turf & Irrigation Supply $51,528.51 BACKGROUND The purchase of the irrigation master control system was discussed in detail at the March 9, 2016 City Council Work Session. The system has numerous features that are expected to save approximately 5 million gallons of water per year, as well as 150-200 hours of staff time. The control system is expected to cost $51,529 for the equipment, plus $2,400 annually for the wireless communication service. Using $2.60 per 1,000 gallons as the cost of irrigation water, the system is projected to pay for itself within six years and has an IRR of 10% over 10 years. Staff is currently exploring grant opportunities with the Vermillion River Watershed Joint Power Organization to see if funding is available to offset a portion of the cost. Several other organizations are currently using or considering a similar irrigation control system, including Burnsville, Lakeville, Champlin, Maple Grove, Elk River, and the high schools in South Washington County School District (Woodbury, East Ridge, Park of Cottage Grove). A summary of the benefits is provided below: • Key metrics such as evapotranspiration, humidity, sun radiation, wind speed and temperature are used by the system to automatically adjust runtimes to accommodate existing conditions. • Flow sensors will automatically shut down the system when a leak is detected (approximately 25 times per season). With our current system, leaks can occasionally go undetected for hours or days at a time, causing significant damage to the surrounding turf. 2 • The system is controlled wirelessly with a tablet, allowing staff members to alter schedules at any or all locations with just a few clicks. • An unlimited number of irrigated locations can be added to the system at any time, including private irrigation systems. This may give the City the opportunity to explore partnerships with HOAs and businesses which may result in significant water conservation on a city-wide level. SUMMARY Staff is requesting Council authorization to purchase an irrigation master control system for an expected cost of $51,529.
