RECOMMENDED ACTION: Motion to Approve the Labor Agreement for the Teamsters,
Local No. 320 Collective Bargaining Unit for the Years 2016 through 2017 and to Authorize
the Necessary Signatures.
ISSUE
The City of Rosemount and Teamsters, Local No. 320 (Public Works) have negotiated in good-faith and
have come to a tentative agreement.
BACKGROUND
Negotiations with the Teamsters union have been completed for a 2016 through 2017 contract. The
Collective Bargaining Unit and City have reached a tentative agreement on the following items (staff
comments in italics):
Discipline
Omit obsolete language:
11.5 Discharge will be preceded by a five (5) day suspension without pay.
Overtime
Clarify language; follows current language for downtown snow removal operations.
14.1a “Hours worked in excess of eight (8) hours per day or forty (40) hours per week shall be
compensated for at one and one-half (1½) times the employee’s regular pay rate.”
14.1.b For work that begins prior to a normal shift, employees shall receive overtime pay or comp
time at time and one half (1 ½ X) paid for all hours worked until the start of their normal
scheduled shift. Employees will have to be compensated using one of three (3) ways to complete
the hours of their regular scheduled shift at their regular rate of pay: working, using vacation hours
or using banked comp time to complete that day with supervisor approval.
Sick Leave
Change language to establish a sick leave cap for new hires:
20.2 There will be no maximum accumulation of sick leave for employees hired prior to January 5,
2016. Employees hired after this date will have a maximum sick leave cap of 800 hours.

Licenses and Pay
Clarify licensing language:
Article 31. Utility Department Licenses and Pay.
31.2 The EMPLOYER will provide time off with pay and a vehicle to allow the employee to
obtain a Class A driver’s license if the employee holds a Class B driver’s license. The EMPLOYER
will pay one time only the initial cost to obtain and/or renew (but not reinstate) a Class A or B
CDL license.
Clothing Allowance
Provides increases of about 2.5%/year
Increase by $15.00 in 2016 ($585/year)
Increase by $15.00 in 2017 ($600/year)
Duration
Two year contract: January 1, 2016 thru December 31, 2017.
Wages
2.5% increase on January 1, 2016.
2.5% increase on January 1, 2017
The City Council was updated on the proposed settlement at the March 9th Work Session. In addition to
the approval of the contract, the City has had a separate Memorandum of Understanding (MOU) for the
past four years relating to Lead Workers and other miscellaneous items that may not necessarily be
permanent in nature and are modified from time to time by agreement between the City Administrator and
the union representatives. For your information, notable changes in the MOU agreement include the
following:
• Establish Interim Lead Pay: Between May 1st and Labor Day; $1.50/hour; minimum of 2 or more
consecutive days of scheduled time off; & supervisor names replacement. Staff and the bargaining
unit agree that this is a useful provision during the months that we are coordinating many part-time employees.
• Establish Senior Mechanic Pay: $2/hour more than Mechanic position. While we have no “Lead”
mechanic position, we agreed that it is justified that the base pay for the senior mechanic should be more than the
other mechanic since there are some increased responsibilities.
• Increase weekly on-call amount by $30 ($310). This has not been increased since originally established in
2012. Increase is about 2.5% per year above original 2012 rate.
SUMMARY
The Teamsters members voted and approved these contract changes last month. Therefore, it is requested
that Council approve the labor agreement for the Teamsters, Local 320 Collective Bargaining Unit for the
years 2016 through 2017 and to authorize the necessary signatures.
