RECOMMENDED ACTION: Motion to accept the bids and award the project (base bid and
bid alternate #1) to the low bidder, Cities 1 Plumbing and Heating for the total bid amount of
$217,700.
ISSUE
The Parks and Recreation Department recently put the Steeple Center air conditioning project out to bid.
Staff has followed the state bidding laws with regards to posting the project in our official paper. We have
also posted the project at the local building exchanges and have sent direct mailing to over 20 contractors.
A pre-bid meeting was held to give contractors a chance to walk through the project site and ask
questions. The City received two bids for the project which are listed below.

The base bid for the project is for the addition of air conditioning and the bid alternate #1 is for the
addition of a fresh air ventilation system. Staff is recommending that the City Council receive the bids and
award the project to the low bidder for the project (base bid and bid alternate #1), Cities 1 Plumbing and
Heating for the total bid amount of $217,700. Funding for this project will come from the Building CIP
which has sufficient funds available for these improvements.
BACKGROUND
In May of 2015, the City put the Steeple Center (old church) Air Conditioning project out to bid. The City
did not receive any bids for the project even though the City had several companies on the plan holders
list. Some of the companies on the list indicated that due to the detailed carpentry work, they had a hard
time finding a sub-contractor who was interested in the project. Staff discussed this issue with the design
team and it was decided that the carpentry work would be pulled out of the project. The City would then
use a local carpentry contractor to perform that portion of the project. Staff has does have a quote for the
carpentry work in the amount of $13,575 which would also come out of the Building CIP.
In July of 2015, the City again put the project out to bid and received one bid for the project and the bid
was rejected.
SUMMARY
Staff is recommending the City Council accept the bids and award the project (base bid and bid alternate
#1) to the low bidder, Cities 1 Plumbing and Heating for the total bid amount of $217,700.
