SUMMARY
Staff is proposing to apply for a grant through the Minnesota Pollution Control Agency (MPCA) under its
Environmental Assistance Grant Program that will provide funding to create a new section in the 2040
Comprehensive Plan focusing on resiliency. The grant will be used to cover staff time and expenses
necessary to prepare the plan amendment, and may also be used to hire a consultant to assist with this work.
As part of the application, the City is required to include a resolution authorizing execution of a grant
agreement with the MPCA should the City’s grant application be approved. This is unusual because
approving the grant agreement usually occurs after awarding the grant. Typically, for the application, a
resolution of support is requested. However, the application is clear that this resolution must be submitted
now, with the application and the application is not considered complete until the resolution is received.
BACKGROUND
State law requires that the City’s 2040 Comprehensive Plan include certain topic areas (referred to as plan
elements by the Met Council), such as land use, transportation, and housing. However, the Met Council has
also identified other plan elements of regional importance that are reflective of its regional planning policies
but are otherwise not required of metropolitan cities. Staff is recommending that both of these optional
plan elements, “Resilience” and “Economic Competitiveness”, be incorporated into the City’s
Comprehensive Plan update. To help encourage cities to include sustainability and resiliency in their plans,
the MPCA has included city sustainability planning as one of its open category grants for the 2016-2017
fiscal year. Projects that incorporate sustainability (and the Met Council’s recommendations for resiliency
items) are identified as preferred projects for funding under these grants.
The City of Rosemount has undertaken several efforts in the past few years to promote sustainability and
resiliency within the community, including participation in the Star Communities program, Minnesota Green
Step Cities, and the University of Minnesota’s Resilient Communities Project. These efforts produced a
significant number of goals and recommendations for the City, but to date, none of these strategies have
been directly addressed in the Comprehensive Plan. By creating a new resiliency chapter in the
Comprehensive Plan, staff hopes to assemble these various initiatives into a cohesive document that
establishes clear priorities for the City as well as an understanding of the resources necessary to achieve these
objectives. Securing grant funding to draft this section will help the City focus resources on the resiliency

section that would otherwise be devoted to broader planning work.
The maximum grant amount is $15,000 and requires a 25% match by the City. Staff is proposing that the
entire project be budgeted at $20,000 with $5,000 of in-kind services. The grant funds would be used to
cover staff time (envisioned as an intern) working on the resiliency chapter or to hire an outside consultant
to assist with this work (or a combination of both). The timeline for the grant fits well with the
Comprehensive Plan update schedule.
RECOMMENDATION
Motion to approve the resolution authorizing execution of a grant agreement with the Minnesota Pollution
Control Agency.

A RESOLUTION SUPPORTING THE APPLICATION FROM THE
MINNESOTA POLLUTION CONTROL AGENCY FY 2016-17 GRANT
PROGRAM
WHEREAS, the City of Rosemount, has applied for a grant from the Minnesota Pollution
Control Agency (MPCA), under its FY 16-17 Environmental Assistance Grant Program; and
WHEREAS, if MPCA funding is received that the City of Rosemount is committed to
implementing the proposed project as described in the grant application; and
WHEREAS, the MPCA requires that the City of Rosemount enter into a grant agreement with
the MPCA that identifies the terms and conditions of the funding award;
NOW, THEREFORE, BE IT RESOLVED that The City of Rosemount hereby agrees
to enter into and sign a grant agreement with the MPCA to carry out the project specified therein
and to comply with all of the terms, conditions, and matching provisions of the grant agreement and
authorizes and directs the Mayor to sign the grant agreement on its behalf.
ADOPTED this 5th day of April, 2016, by the City Council of the City of Rosemount.
