BACKGROUND In April of 2015, the City of Rosemount entered into a Joint Powers Agreement with Dakota County for the reconstruction of the interchange at TH 52 and CSAH 42. This project is the first phase of a proposed future system interchange for the TH 52/CSAH 42/TH 55 corridor. The primary purpose of this interchange reconstruction project is to address safety concerns of the Highway 52/42 interchange, which include sight distance and geometric issues that have contributed to a crash rate that is above the statewide average at this interchange. The project includes the expansion of CSAH 42 to a 4-lane highway through the TH 52 bridges and eastward to Conley Avenue. From Conley Avenue to the east, CSAH 42 will taper back into a two-lane section. The eastern extent of the project is as of the current date not yet determined. City and County staff will be refining the eastern terminus over the next week. We are also considering the extension of trunk water main under the bridge in coordination with the project to potentially save some future cost. The Public Hearing should be continued to the April 19th Rosemount City Council meeting at which time the eastern project limit will be determined as well as water main cost estimates. THE PROJECT ALSO INCLUDES CONSTRUCTION OF OVER CSAH 42, AND RECONSTRUCTING THE FREEWAY ACCESS RAMPS. PROTECTED TURN LANES WILL BE INCLUDED ON CSAH 42 0.3 MILES WEST OF TH 52 TO 0.5 MILES EAST OF TH 52, RECONSTRUCTING TH 52 AND REPLACING TWO MAINLINE BRIDGES RECONSTRUCTING CSAH 42 TO A FOUR-LANE DIVIDED COMBINATION URBAN/RURAL ROADWAY SECTION FROM APPROXIMATELY INCLUDE THE STAGED RECONSTRUCTION OF THE EXISTING SERVICE INTERCHANGE (FULL DIAMOND). THIS PROJECT INCLUDES THIS PROJECT HAS BEEN BROKEN IN TO TWO PHASES OF WORK. THE FIRST AND CURRENT PHASE OF THE PROJECT WILL (CLOVERLEAF) INTERCHANGE. A FUTURE PROPOSED SECOND PHASE OF THE PROJECT WOULD UPGRADE THE SERVICE (DIAMOND) INTERCHANGE WITH A SYSTEM INTERCHANGE DESIGN HAD BOTH AN APPROVED ENVIRONMENTAL ASSESSMENT (EA) AND GEOMETRIC LAYOUT. A FOUR-LANE DIVIDED COMBINATION URBAN/RURAL ROADWAY SECTION WITH PROTECTED TURN LANES. TO ACCOMMODATE PROJECTED TRAFFIC VOLUMES AT THE INTERCHANGE. THESE IMPROVEMENTS WILL INCREASE THE LIMITED SIGHT DISTANCE AT THE INTERSECTIONS, CREATING SAFETY AND CAPACITY CONCERNS THAT REQUIRE CORRECTION UNDERPASS AT THE INTERCHANGE IS LIMITED TO ONE LANE WITH LIMITED TURN LANE SPACE IN EACH DIRECTION AND SECTION OF TH 55 AND CSAH 42 BE UPGRADED TO A FOUR LANE CONTINUOUS EAST-WEST FACILITY.
