ATTACHMENTS: Agreement and Location map APPROVED BY: ddj RECOMMENDED ACTION: Motion to approve the attached Restoration Agreement between the City of Rosemount and the Friends of the Mississippi River (FMR) for restoration work at the Wiklund Preserve. ISSUE For the past several years, Friends of the Mississippi (FMR) has coordinated volunteer efforts to perform the restoration work at the Wiklund Preserve. We are at a point in the restoration process where the needs are more than just the help of volunteers. City staff has worked with FMR to create a plan where the City would bring $5,000 and FMR would bring $6,099.50 to the restoration efforts at the preserve. The work that would be done with the proposed funding is removal of invasive trees and shrubs, control of invasive herbaceous plants, prescribed burns of woodland and prairie areas and the installation of native plants and seed suitable for the native plant communities. Staff is proposing to use SKB tree and landscaping funds to pay for the City’s portion of the restoration work. BACKGROUND In 2004 the City of Rosemount participated in the purchase of a 25 acre conservation easement from Aina Wiklund at 12110 Bacardi Avenue in Rosemount. Ms. Wiklund kept 10 acres for herself and donated 15 acres to the City of Rosemount for a nature preserve. The Natural Resources Management Plan for the property includes restoring the natural resources and removing invasive species on site. In 2005, the City received a DNR Remediation Grant for $45,000 to assist with initial restoration and removal of invasive species from the land donated to the City. In 2014, the City of Rosemount entered into a contract with FMR that had both parties bringing $5,000 to pay for restoration efforts at the Wiklund Preserve. SUMMARY Staff is recommending that the City Council approve entering into a Restoration Contract for work to be completed at the Wiklund Preserve. 2 3 4 5 6
