RECOMMENDED ACTION: Motion to Adopt a Resolution of Municipal Consent for the

BACKGROUND
In April of 2015, the City of Rosemount entered into a Joint Powers Agreement with Dakota County for
the reconstruction of the interchange at TH 52 and CSAH 42. This project is the first phase of a
proposed future system interchange for the TH 52/CSAH 42/TH 55 corridor. The primary purpose of
this interchange reconstruction project is to address safety concerns of the Highway 52/42 interchange,
which include sight distance and geometric issues that have contributed to a crash rate that is above the
statewide average at this interchange. The project includes the expansion of CSAH 42 to a 4-lane highway
through the TH 52 bridges and eastward to Conley Avenue. From Conley Avenue to the east, CSAH 42
will taper back into a two-lane section approximately one-half mile to the east of Conley. The project will
also require the complete replacement of the two bridges on TH 52, and the reconstruction of the
entrance and exit ramps.
Preliminary design of the 42/52 project has been ongoing for several months and preliminary construction
plans have now been developed. The final layout design has been included as an attachment. The
construction schedule for the project could be accomplished with either a two-season or one-season
schedule. Option 1 would keep two-way traffic on both 42 and 52 during construction, using cross overs
and lane reductions on TH 52 and a single lane in each direction on CSAH 42. This option would take
more time for total construction and would require two construction seasons to complete the project.
One bridge would be built the first construction season, a return to full open traffic during the winter
months, and then similar lane reductions the following construction season while the second bridge is
rebuilt. Option 2 would allow both bridges to be constructed in one season by routing the TH 52 traffic
along the entrance/exit ramps and closing CSAH 42 between the interchange ramps. Right turns to and
from CSAH 42 and TH 52 would be permitted. CSAH 42 traffic would be required to detour to TH 52 in
order to circumvent the construction area. This may require detouring as far south as CSAH 46 for

eastbound 42 traffic and as far north as 117th Street for westbound 42 traffic. Dakota County’s
engineering consultant has examined the cost of the two routing options. They have determined that
Option 2 would result in a potential cost savings of approximately $800,000 as compared to the two
season Option 1 project. Additionally, the staging options have been presented to the residents and
businesses adjacent to the project area at a meeting held on December 15, 2015. The consensus was that
the project area residents supported Option 2, allowing the project to be completed in one season and
thereby reducing the time of impact. Dakota County has elected to develop the project plans to
incorporate the design features necessary for the single season Option 2 staging method.
Dakota County has been awarded $9,924,675 in Federal funding and additionally, MnDOT has confirmed
the award of a Transportation and Economic Development (TED) Grant in the amount of $3,100,000 for
application to the project. The total project cost estimate is $17.7 million. Rosemount will be a cost
sharing participant in the project according to the established Dakota County cost sharing arrangement,
that being 55% Dakota County and 45% city funding. With the application of the Federal and TED
funding, the total County contribution is estimated at $2,583,596 and the required City of Rosemount
funding is estimated at $2,113,852 which will come from either a bonding bill grant from the Legislature
or state MSA funds allocated to the City.
Staff is recommending the extension of a 16” trunk watermain through the TH 52 corridor in
coordination with the project. The extension of trunk watermain the entire length of the project, a
distance of approximately one mile, is estimated to cost $873,000 if coordinated with the project as
compared to $1,466,000 if constructed independently at a future date. Another option would be to extend
the watermain along CSAH 42 only through the TH 52 corridor and past the ramps. This option is
estimated to cost $198,000 if coordinated with the project versus $787,000 if constructed independently in
the future. Staff recommends that trunk watermain be extended with the project for the entire length in
coordination with the 42/52 project. This extension will provide high volume fire flows of up to 3,500
gallons per minute for a one mile length of CSAH 42 adjacent to the TH 52 corridor. Development
potential in this area is likely in the coming years and extending the watermain at this time will be a great
benefit to the adjacent areas. The extension of trunk watermain is entirely a city of Rosemount expense.
Funding for the watermain extension is available in the Water Utility Capital Investment Fund.
In order for final design of the project to commence, the County must receive municipal consent of the
project and the design features. Dakota County staff is planning to be in attendance to provide any
information required by the Council in support of the Municipal Consent Resolution. The Council has
the option to Approve, Reject or Waive the Municipal Consent Resolution.
SUMMARY
Dakota County is intending to move forward with improvements to the CSAH 42 and TH 52
Interchange. Prior to proceeding with final design and project implementation, Municipal Consent from
the City of Rosemount is requested by Dakota County. Staff recommends that the City Council adopt a
Resolution of Municipal Consent for the Dakota County project to approve the design to reconstruct the
interchange at TH 52 and CSAH 42, Dakota County Project No. 42-82. Additionally, Staff recommends
ordering the installation of city Trunk Watermain in coordination with the project.

April, 2016, and;
WHEREAS, the resolution was approved by ____________ and seconded by ______________; and
WHEREAS, the Dakota County Transportation Department has prepared a final layout for Dakota
County Project No. 42-82 at the intersection of on Trunk Highway 52 and County State Aide Highway
42 within the City of Rosemount and seeks the approval thereof;
WHEREAS, said final layouts are on file in the Dakota County Transportation Department, being
marked, labeled and identified as Layout No. __________,
NOW, THEREFORE, BE IT RESOLVED that said final layout for the improvement at the
intersection of Trunk Highway 52 and County State Aide Highway 42 within the corporate limits be and
is hereby approved.

WHEREAS, a meeting of the City Council of the City of Rosemount, was held on the 19th day of
April, 2016, and;
WHEREAS, the City Council has been advised by the City Engineer that the extension of the
watermain will provide high volume fire flows of up to 3500 gallons per minute for a one mile length of
CSAH 42 adjacent to the TH 52 corridor thereby increasing development potential in this area;
WHEREAS, the City Engineer has further advised City Council that it is more cost efficient to extend
the trunk watermain in coordination with Dakota County Project 42-82 as opposed to independently
constructing the extension at a future date.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rosemount orders
the extension of the trunk watermain for the length of the Dakota County Project 42-82 (TH 52 and
CSAH 42), City Project 461.
